 2.    Community Involvement Center changing its name - Brenda Kowelewski, Director, Community Involvement Center
                      “Center for Community Engaged Learning” - effective July 1, 2013

DISCUSSION
Name change came about due to the different terminology that describes community-engaged work.

 Focus groups were held to discuss and suggest names they liked.  “Center for Community Engaged Learning” evolved out of these discussions.
 Any impact you foresee with changing CBL to CEL?  That is why we are getting the name out there to make this transition.
 Will all CBL classes change to CEL?  Yes. This will be announced in the next few days.

MOTION
Kathy Herndon moved to forward this item as information to the Faculty Senate, January 24, 2013. Leah Murray will represent Brenda Kowelewski at the meeting.

3.    Environmental Issues Committee Vacancy
       Appointment of Shane Perry, Dental Hygiene, to replace Rebekah Dickenson as a committee member.

MOTION - Brian Rague moved to forward the appointment of Shane Perry, Dental Hygiene, to the Faculty Senate, January 24, 2013 for approval.
OUTCOME   Motion carried.

4.    Environmental Issues Committee - Hal Crimmel, Chair
        WSU Smoke Free and Idle Free Proposals
DISCUSSION Smoke Free Proposal
The proposal has come about from two years’ worth of discussion with students, employees, and faculty.
Chief LeBlanc is willing and able to support this proposal, however, cannot enforce without proposal becoming a university policy. 
Currently, all the police can do is educate and ask them to leave or move farther away from the building.
Facilities are willing to support proposal with signs placed in smoke free zones.
Campus police get at least one call per day on smoking problem. It is worse in the winter than the summer due to the cold temperatures.
The Marriott Heath Building is not in the Smoke Free Zone.  Because of the Dental Clinic, many patients smoke outside the doors of the clinic.  This area needs to be considered as part of the Smoke Free Zone.
 Weber has many students from the Middle East or South America where smoking is part of the culture.
What can be done to accommodate these students?  Could there be designated smoking areas constructed where it smoking is allowed on campus?
What about e-cigarettes?  Will this proposal cover them? Since they don’t produce any smoke, they would be acceptable.

DISCUSSION Idle Free Proposal
Also hard to enforce as this is not an ordinance or a policy.
Students and employees encouraged to limit driving during bad air days.
Encourage campus population to utilize mass transit.
Facilities Management as adopted a no-idle policy for all of its vehicle fleet.
Ogden City voted down an idle free ordinance.
USU adopted an idle free policy in 2012.  Recommended to look at their policy and use it as a template for WSU.
Both proposals need to get the approval of Professional Staff Advisory Committee (PSAC) and Classified Staff Advisory Committee (CSAC)
Both proposals need to be converted into a policy and determined where they would fit into the WSU Policy and Procedure Manual.
Which Area of Campus would take ownership of the policies.
    >   A recomendation was made to send the proposals back to the EIC where they will draft them into a more formal policy format and determine what area of the university would implement both policies. It was recommended that the smoke-free/idle-free policy’s get the approval of all areas of campus-- student, faculty, and employees.

             College of Arts and Humanities’ Tenure and Post-Tenure Review Policy

       DISSCUSSION
The College of Arts and Humanities’ Tenure and Post-Tenure Review Policy is ready to forward to Faculty Senate for review and vote on.
Post-tenure review section had the most updates.
This policy was agreed upon by all Arts and Humanities faculty.

Department Chairs were consulted during the revision of this policy.
It doesn’t add more work for faculty.
Can be used as a template for other colleges Tenure and Post-Tenure Review Policy.
Concern with faculty is that there is no incentive to do well.
he perception is on a good review - no process to reward or if there is no progress - punishment.
Some form of language could be inserted to recommend a reward of some type upon a good review.
The incentive of the review should be trying to help you with professional development if you are struggling.
 More Tenure and Post-Tenure Review Policies from other colleges will be reviewed by APAFT.

               Despite the number of curriculum changes, problems have been few. 
MOTION   Brian Rague motioned to approve the curriculum as a whole package and forward to Faculty Senate, January 24, 2013.
OUTCOME      Unanimous

7.   OTHER ITEMS:

             OMBUDSMAN CHARTER REVIEW
            (Available for viewing on the Faculty Senate Website http://weber.edu/facultysenate/default.html 
                  click on the Agenda Setting, January 17, 2013, Agenda, Item 7 )
             Reference materials are available.
             Recommendation is that this charter needs to find a place in the University PPM.
            Have done work as the Ombuds as a reference to give guidance.
            A new brochure has been designed by the students of  Shelly Thomas’ Technical Writing Class.
            How access to legal council be obtained? Conflict of interest is a concern.
            Outside resources would be requested from other universities or the state.
            Section 9 of the PPM would be the best place for this charter.  Charter would not be policy, but would be referenced in.
            The policy would state that faculty has the right to use the Ombudsman Office.
            Brian Rague and Kathryn MacKay will work on language for a policy.
            Legal Council has reviewed the charter.
            It was a struggle was how to protect the independent and autonomy of the Ombuds office that is crucial to its success.
            A significant amount of time and effort went into this charter.
            A committee outlined in the charter will review the activities of the Ombudsman Office by March 1.
