DISCUSSION  The WSU Student Association reviewed and approved the recommendations made to the policy from ASSA on PPM6-22, Student Code, Academic Issues.  They are in agreement to move this policy forward to Executive Committee and Faculty Senate.

8.   SBBFP Salary Increase Recommendations – Dave Malone, Chair SBBFP

      Salary Increase Recommendations
           
2% applied toward raises.  1% across the board + 1% merit/equity discretion per College/Dean.

DISCUSSION

      Generally accepted.  No one has heard of any problems with the salary increases.

          Proposed Amendment to PPM3-25, Section V. Procedure for Faculty Sabbatical 

                 E.  At the beginning of every fall semester, each college will report the number of sabbaticals granted for the preceding academic year, the number of faculty returning from sabbatical leave, and the number of sabbatical reports filed (per PPM 3-25, Section V, Part D) from the previous academic year to the Salary, Benefits, Budget and Fiscal Planning Committee within 45 days of each new fall semester.  Each faculty member returning from sabbatical will present the outcomes of their sabbatical at a department and/or college meeting no later than the last day of the semester in which that faculty member returns.

DISCUSSION

      Recommendations on PPM1-17, Section V.

      Was asked to clarify interim review and reappointment evaluation.

      Revised first three sentences.

      It was suggested to change ‘a’ to ‘an’ in the second sentence – “These periodic evaluations will include a an interim review during the second….”

 10. CRAO Items -- Tim Herzog, Chair

             Apportionment Guidelines

 (See next page for information)

 CRAO Apportionment Procedure.  Approved by CRAO committee March 30, 2013

 Faculty will be eligible for a seat on faculty senate and will be represented on faculty Senate if they meet all of criteria 1-3:

1.      Full time (3/4 or greater) salaried appointments, with the rank of Professor, Associate Professor, Assistant Professor, or title of Instructor, or Instructor Specialist in the fall semester of the given academic year.
2.     
Are a member of one of the Organizational Units described in Article B-II.
3.     
Do not hold an administrative position higher than that of department chair. 

 Exceptions and other notes.

·         Deans and associate deans are not counted regardless of teaching load.  However, faculty with other release positions in the University will not be excluded as long as they meet criteria 1-3. 

·         Faculty on leave who are still on their college payroll for at least ľ salary will be counted regardless of the duration of the leave and the reason for the leave.  Faculty hired to replace the faculty on leave will only be counted if they meet criteria 1-3. 

·         Visiting Assistant Professors do not meet the criteria for apportionment since they are not listed as faculty in the ppm. 

 Apportionment will be determined using the Hamiltonian Method shown below (Enter values in yellow in the embedded Excel spreadsheet). 

·         Total Seats: As of 2012/13, we have 39 seats available in Faculty Senate.

·         Faculty: Faculty in each organizational unit as defined in Criteria 1-3 above. 

·         Raw Seats: (Faculty÷Faculty Total)×Total Seats

·         Base Seats: Round down raw seats to whole number. 

·         Remainder:  Raw seats – base seats

·         Sort Remainder from largest to smallest. 

·         Assign remaining seats from largest remainder to smallest until all seats are assigned (All Organizational Units listed in Article B-II shall be granted at least one seat regardless of the size of the remainders). 

·         Total Seats:  Add Base Seats to Seats Added for each organizational unit.

ARTICLE C.I --THE GENERAL FACULTY, Section 1.  Membership

The general faculty membership shall be composed of faculty members holding full-time salaried appointments, with the rank of professor, associate professor, assistant professor, or title of insntructor instructor, and whose primary function is that of instruction but who may also hold administrative appointments at the organizational level of department chair or lower.  Each member of the general faculty associated with an organizational unit, as defined in article B-II of the Bylaws, shall have voting power and shall have representation through an that organizational unit as defined in the Bylaws.

Corrected misspelling of ‘instructor’.
           
Added language in red and removed strikeout to clarify PPM.
           
Recommended PPM  updated due to the ongoing progression of functions that the general faculty hold.

 11. Teaching Assistant PPM Definition – Kathleen Herndon

            (PPM3-2 C, Employee Definitions)

 DISCUSSION

            This item is in the draft stages.
           
To make Executive Committee aware of this sort of Position and to make it part of the PPM.
           
Master’s of English students are hired as Teaching Assistants within the Master’s of English Department.
           
It is  a two year appointment.
           
Hired as an adjunct after achieving Master’s degree.
           
Teaching Assistants could be used in other departments.
           
How are they paid?
           
TA’s are currently paid with Tuition waivers and stipends.
     
      Not a graduate student issue-- this covers more than just graduate students.
           
WSU pays students by the hour.
           
 Recommendation  made to address this further.
            Need to be careful of the Taxation issues.
           
Recommend to have more discussion about this topic.
           
This topic is not ready for a vote at this time.

PPM 11-1 GRADUATE PROGRAMS

II. ADMISSION REQUIREMENTS

Minimum requirements for admission to a Weber State University graduate program are as follows:

Note:  Individual graduate programs may have additional requirements.

 

Graduate Council

The Graduate Council is an advisory committee made up of representatives from all graduate programs, the Registrar’s office, the Financial Aid office, Continuing Education, Enrollment Services, International Student &

Scholar Center, and the Office of the Provost at Weber State University.  The Chair of the Graduate Council shall be appointed to a term of three years by the Office of the Provost, subject to renewal for further terms.

The council will meet throughout the Academic year (September-May) to further graduate education, mentor faculty and departments who are developing new graduate degrees, and consult with non-academic departments regarding the needs and purposes of graduate programs at Weber State.

The Graduate Council shall establish policies and procedures for graduate programs, including the drafting or amending of sections of the WSU Policies & Procedures Manual and WSU catalog relevant to all graduate programs.  Such policies and procedures are subject to review by the Faculty Senate as specified in the Weber State University Policies and Procedures Manual, Article C-II, Section 2.1.  The Graduate Council shall also serve the following functions:

 DISCUSSION

      Proposed an amendment to the PPM, Section II. Admission Requirements.

      Added a specific GPA requirement.

      GPA required is 3.0, but needed a statement dealing with exceptions.

      Second addition is to the definition of the duties and responsibilities of the Graduate Council.

      Added more specific set of functions that have evolved since the Graduate Council was created.

      Why put the 3.0 if allowing exceptions to the GPA.

      Many students come back for Master’s after a long absence from school.  Their undergraduate GPA may be slightly under.

      Applications will be reviewed on a case by case basis within the program.

      How many times exceptions have been made?  This has not been in the policy before.

      No data has been tracked.

      Potential accreditation problem.

      Bring in a consultant to look at Weber State’s Graduate Council policy.

      Does the Graduate Council needs to review the exceptions?

      Registrar wouldn’t know until the student is registered for the program.

      Rejection of applicant would be at the Department’s discretion.

      Amend Section II to remove the wording “Exceptions are made”

      Have programs report exceptions to the Graduate Council on an annual basis.
     
Programs resistant to that type of oversite by someone outside their program.

 Program Change Proposal  additions to the form concerning Graduate Council can be put added to the form and approved  in Curriculum Meeting in September.  This approval would come from University Curriculum Committee. 

 13. Faculty Senate Resolution for Benefits – Executive Committee

Weber State University has a long-standing policy against discrimination based on sexual orientation, preference or gender (PPM 3-32). Currently, LGBT faculty and staff do not receive any employment benefits for domestic partners, including access to the library, gym, wellness programs, tuition benefits, dental and vision insurance, life insurance or health insurance.

The Faculty Senate supports all efforts to extend employee benefits to committed life partners without regard to sexual orientation or preference or gender. (3/31/13)

 

DISCUSSION

      In Faculty Senate in March, Laura Anderson asked for a statement of support from the Faculty Senate to encourage WSU to allow employee benefits be given to domestic partners.
     
The resolution above is to be reviewed by Executive committee.
     
This is not a request for a policy to be written, it is only a statement of support if the policy does come about.
     
Many issues have to be discussed before this would be implemented. 
     
WSU is moving forward on benefits for domestic partners with the exception of the Medical benefits.
