1. ROLL CALL

Dr. Seshachari welcomed new members to the Senate. Sally Shigley will replace Catherine Zublin who has accepted an administrative appointment, Danny Vaughn will represent John Sohl for Spring Semester, and Mike Chertudi, a student representative, replaced Ardell Jenks.

2. APPROVAL OF MINUTES

Motion: Moved to approve the minutes from the December 10, 1998 Faculty Senate meeting.

3. CONSTITUTIONAL REVIEW, APPORTIONMENT, AND ORGANIZATION B Doris Geide-Stevenson, Chair.

Apportionment figures were presented to the members of the Faculty Senate. The CRAO Committee checked with each department, with Kevin McBeth, last year=s chair of the committee, and with the salary records in Betty Kusnierz=s office. Questions were raised by Senate members regarding the committee=s policy for rounding up and rounding down for the number of representatives from each college.

Motion: Moved to accept the apportionment figures presented for 1999-2000.

Motion: Moved to return the figures to the Constitutional Review, Apportionment, and Organization Committee for additional checking and to discuss and clearly outline the criteria for rounding up and rounding down.

Nursing Department - Course proposals from the Nursing Department for Nursing: High Risk Family, NURSNG 3050, Nursing: High Risk Adult, NURSNG 3060, Nursing: Community Health, NURSNG 4020, Nursing Management and Leadership, NURSNG 4040, and Integration of Professional Nursing Concepts: Residency, NURSNG 4900. All the nursing courses are graded courses.

COLLEGE OF SOCIAL & BEHAVIORAL SCIENCES

Geography Department - Course proposal from the Geography Department for World Environmental Issues, GEOGR 3060. This course came before the Faculty Senate in December. The Botany Department wanted to review the course as it is similar to a course offered through their department. This course has now been cleared by the Botany Department with the stipulation that prerequisites be added. The prerequisites are: Geography PS1010, or Botany LS1403, or the equivalent.

Motion: Moved to accept the course proposal from the Geography Department for World Environmental Issues, GEOGR 3060 with the prerequisites added.

5. ADMISSIONS, STANDARDS, AND STUDENT AFFAIRS B John Thaeler, Chair

Maximum Credits for Summer Term - The objective of the limit is to give guidance to students. Current policy only addresses semesters. Summer Term is unique with different length courses. Propose PPM: Summer Term - Students may not normally register for more than the number of credit hours listed in the table below for any one of the given terms.

Students who combined course offerings from different overlapping summer sessions, must be certain that the number of credit hours in each of the terms should not exceed the number of hours mandated for that individual term, and the sum of their summer term credit hours should not exceed what the table above indicates, for the elapsed time in weeks they are planning to attend summer classes.

Appeals - Any request to exceed the number of credit hours mandated by the table and the rule for combined course offerings must be approved by the dean(s) of the colleges in which the desired courses are offered of the college of the student's major or the Associate Provost.

Main Motion: Moved to accept the proposed PPM on maximum Summer Term credit hours.

PPM Proposal on Student Orientation - This is a volunteer program that is strongly recommended. The Senate discussed the necessity of making this an official PPM. Official University programs need to be covered by a PPM as justification.

Unimplemented Resolutions - The A.S.S.A. Committee has investigated the current status of various resolutions which have been passed by the Faculty Senate and sent forward for implementation via the STAARS system. There are at least nine (9) significant resolutions that have not been automated via STAARS. These resolutions, prioritized by the Committee, include:

PRIORITY RANK

#1 **PPM 4-19 Grading Policies and Academic Renewal: the system does not mark repeated grades and only updates if the student notifies Records.

#1 **PPM 4-17 Academic Rules, Regulations and Standards: Section II. A. System does not monitor for multiple suspensions. Section III.A.2. System will not monitor whether or not students have declared their Program of Study by the 48 semester hour (72 quarter hour) limit. (Partially implemented) Section IV. MANUAL calculation of satisfactory progress is being done by personnel in the Registration Office, the dimensions of this task are overwhelming considering the number of students on financial aid or athletic scholarships.

#1 **PPM 4-2 Catalog Requirements: system does not restrict students to appropriate catalog years for graduation requirements.

#1 **Curriculum PPM Verification of quantitative literacy (math competency) and English competency by the 60 semester hour (90 quarter hour) limit.

#2 **PPM 6-5 Academic Advisement: the system does not allow registration holds to be placed or removed by departments.

#3 **PPM6-17a Student Registration and class load: the system does not verify GPA thresholds for overload registration.

#4 **PPM 4-1 Graduation Standards: System does not monitor appropriate degrees (B.S. vs B.A.) for different majors.

Motion: Moved to resolve that the Provost track these unimplemented policies and report in three months.

6. RESEARCH, SCHOLARSHIP AND PROFESSIONAL GROWTH B Gary Godfrey

During Fall Semester, 18 regular RSPG grants and 16 new faculty grants were awarded. About $12,000 in funds were recovered from previous awards.

During Spring Semester, Hemingway Grants will be awarded in the form of faculty vitality grants. The deadline for these awards will be around March 8. The RSPG Research and Structural Improvement Grants will be due around the middle of April.
