MINUTES

John Sohl:  Moved to accept the minutes of April 2, 1998

Outcome: The minutes were approved.

2002 CALENDAR

Classes will begin January 2 and meet through February 1. Beginning classes on January 2 permits the observation of the Martin Luther King holiday. Spring break will be from February 2 through February 26, the period that encompasses the Olympics. Classes will continue from February 27 through May 3 without a break. Final exams will be May 6-9 with commencement on the May 10. They are looking at those employees who are on 9 month contracts. Those employees would have the option of working during the Olympics or taking that time off as part of their 9 month contract. The time frame for faculty is about the same.

DECEMBER1998 COMMENCEMENT

December 1998 commencement will be held December 18.

AS&T AAS DEGREE

Applied Science and Technology, AAS Degree, Semester Conversion C Andy Drake representing. This program was approved by the Board of Regents under the quarter system and now this is the semester conversion of the program. This is a straight conversion.

Karen Dewey: Motion to accept the Applied Science and Technology AAS Degree, semester conversion and place this item on the Faculty Senate agenda.

COLLEGE OF HEALTH PROFESSIONS

College of Health Professions, Dental Hygiene Baccalaureate Program C Bonnie Branson representing. Last year the department was looking at taking this program to the Board of Regents as a stand alone program. The department has now decided to go through the semester conversion process rather than propose a new program. The committee made some corrections and additions to the documents. Science courses were looked at and discussed.

John Sohl:  Moved to accept the Dental Hygiene Baccalaureate Program semester conversion and place this item on the Faculty Senate agenda.

B.S. COURSE PROPOSAL

Bachelor of Science course proposal for Oral Health 2230.

B.S. COURSE PROPOSAL

Bachelor of Science course proposal for Baccalaureate Thesis 4780. The committee suggested that the department look at the courses required of their students and see if this course is needed as a bachelor of science course. The committee did not want to add courses to the approved list, if those courses were not needed. Concerns: control, criteria, and pursuit of scientific inquiry. If this is individual research, some may meet the criteria, but some may not.

FIRST YEAR EXPERIENCE

First Year Experience C Judy Elsley representing. They submitted paperwork to the Teacher Education Department to change the prefix in the Introduction to the University from the Library to the Education Department. There is also a change in the name of the course from Orientation to the University to Introduction to the University.

John Sohl: Moved to accept the change of First Year Experience Program from the Library to the Education Department and the change in the course name from Orientation to the University, Libsci 105 to Introduction to the University, Educ 1105.

APAFT - PPM 8-11

Appointment, Promotion, Academic Freedom, and Tenure Committee C Gary Dohrer, Chair. They were given the charge by the Executive Committee to clarify the role of Peer Review Committee.

PPM 8-11 They changed section C to section D and re-labeled section C as Evidence of Teaching Excellence. This section defines three areas of teaching that the candidate is responsible of demonstrating they have expertise in: Subject Knowledge, Pedagogy, and Assessment of Student Learning. They wanted to clarify both the definitions of those areas and offer examples of ways the candidate could demonstrate his/her effectiveness in that area. The Executive Committee felt that if this evidence of teaching is also intended to be used for promotion, tenure and post tenure, it should be clearly stated. The last bullet under Pedagogy was changed to read: Recommendations from employers, cooperating teachers, supervisors, or other individuals in the position to competently comment on the preparation of the candidate=s students. They also suggested that this be moved to Assessment.

Discussion of Web pages that the candidate is using for classes. The APAFT Committee felt that the use of Web pages reflected the current knowledge of the teacher.

If this section is going to be modified to include Apost tenure,@ it would need to go back to the APAFT Committee and then come before the Faculty Senate at the May meeting.

APAFT - PPM 8-23

This PPM is changing the dated guidelines to fit the semester schedule. The committee worked with June Phillips, who oversees this process, in adjusting the dates to meet her deadlines.

November 1 - At that time the candidate shall provide documentation of teaching effectiveness file for the peer review committee . . . File we removed from the sentence.

Discussion of whether or not to have one date with bullets listed under it of all items under that date.

SBBFP -PPM

Salary Benefits, Budget & Fiscal Planning, Cordell Perkes, Chair - 3-16 A Nine-month faculty appointments cover employment for any three of the four quarters Fall and Spring Semester or the twelve week summer Term and one semester in the twelve-month academic year. including Autumn year opening meetings Each of the quarterly semester commitments includes instruction and examination days as scheduled by the University. Spring Quarter encompasses commencement exercises. Executive Committee suggested that they reinstate Spring Semester encompasses commencement exercises. Also include . . . Fall Semester opening meetings.

Summer, Fall, Winter and Spring Quarters Semesters and Summer Term will be considered equal . . . In discussing item C the committee decided to include Fall and Spring Semesters and the twelve week Summer Term.

PPM 3-42, 6 - The Salary Committee is proposing . . . Part-time salaried personnel employed at 50% time or more may register for three five credit hours per quarter semester in the undergraduate programs without payment of tuition or student fees. 3-42, 10 . . . Enrollment in all undergraduate courses . . . 3-42, 13 There are not tuition or fee waivers available as an employee benefit in the graduate program for children on University employees, of part item employees, or clinical faculty or of adjunct faculty.

PPM 3-50 D - . . . A maximum of ten twelve credits during an twelve-month academic year for supplemental pay. No more than five credits may be so funded in addition to a normal instructional load during any given quarter each of the Fall and Spring Semesters.

DIVERSITY EDUCATION

Student resolution on ADiversity Education@ C Nikki Austin, Andy Smith, and Judy Hurst representing. The students Afeel the incorporation of a component into the general education core which will address issues pertaining to human diversity will better prepare current and future students of Weber State University for entry into an increasingly diverse community.@

The Executive Committee was reluctant to force the students to take an additional course in general education to fill the requirement of this proposal. Current courses could be proposed to fulfill this requirement. The courses could come from current general education courses or from the student=s major or minor courses. The current proposal reads . . . incorporate into the general education core which will address issues pertaining to human diversity. The students will return to the Student Senate to amend this proposal to state a graduation requirement rather than a general education course. The committee felt this needed to go to the Faculty Senate for them to approve the concept. It will then go to the Curriculum and General Education Committee and others and they will come up with recommendations.

TLA

Teaching, Learning and Assessment C Kathryn MacKay, Chair. Kathryn presented an update report on TLA activities. They are currently working on 3 projects: Teaching Evaluation Systems, General Education Assessment, and Teaching, Technology and Assessment. Teaching Evaluation Systems - This is a joint project with APAFT to improve the system of evaluating teaching at WSU. General Education Assessment - This is a joint effort with the Curriculum and General Education Committee to develop pilot projects in assessing the effectiveness of General Education at Weber State. Teaching, Technology, and Assessment - They are collaborating with Portland State University to evaluate the use of digital technology to help the learning of students in large classes. This project is funded through HETI.

ASSA CALENDAR CHANGES

Admission, Standards and Student Affairs, John Thaeler, Chair C Semester Calendar Deadlines. Classes begin August 31. Last date to cancel, September 18 (end of 3rd week). Last date for withdrawal and changes to audit or CR/NC, October 23 (end of 8th week). Suggested refund deadlines: Prior to start of class 100%, end of 1st week 90%, end of 2nd week 70%, end of 3rd week 50%.

ASSA PPM CHANGES

6-1B - Director of Admissions assistant vice president for academic services before he/she registers. Petition forms are available in the Admissions Office. Office of the Assistant Vice President for Academic Affairs. 6-2 III Admission Requirements - Changes refer to semesters. Quantitative Literacy is not in the PPM, it is in the Curriculum PPM. This should have a reference to a PPM. At some point Quantitative Literacy should be move from the Curriculum PPM to the University PPM. B.2.e. Students who enter at the General College tier will be notified . . . The changes here are not new legislation. This addition alines legislation already passed by the Faculty Senate regarding Quantitative Literacy and English competence. This PPM deals with getting from the General College tier to the University tier. Quantitative Literacy is one of the things you have to achieve. It is, therefore, outlined in this section.

6-6 . . . which are identified as residue residual (used for other than tuition and fees. . . 6-7 The student=s record will reflect only the statement, AWithdrawn from School.@ ARegistered and Withdrew,@ and the date. 6-22 B and C . . . Dean of Student Administrative Services Registrar. 6-9 This spells out fees not in a specific number amount so that the PPM will not have to be revised each time the amount for the fee is changed. B . . . for a fee of $10 that will be established by the university C . . . for a an established fee of $25 which the fee will be $15 less if the student has . . . Utilization and utilize in B and C were changed to the word Ause.@

Judith Mitchell: Moved to place on the Faculty senate agenda the semester calendar deadlines and PPM changes to 4-19. 6-1, 6-2, 6-6a, 6-7, 6-9 6-18, and 6-22 with the additions added by the Executive Committee.

STUDY ABROAD

Kathleen Lukken presenting - There is a need for the University to take the appropriate steps to make sure than when our students go on study abroad trips they are designed as well as we can make them, and that the risks involved can be made known to the participants ahead of time. The document presented is a draft PPM dealing with study abroad programs as well as a guide for program directors who want to develop study abroad programs. The proposed PPM is a preventive document being developed for risk management. All study abroad programs through the University will be required to follow the procedure outlined in this document.
