TOPIC:   Resolution encouraging the administration to help students complete developmental courses in a timely manner

 

WHEREAS,     Developmental education at Weber State University provides an important foundation for preparing students for college-level coursework; and

WHEREAS,     It is in the students best interest to complete these requirements as early in their college career as possible ; and

WHEREAS,     These courses provide fundamental skills required in general education and major-level courses ; and

WHEREAS,     Recent language in PPM 6-2 removed provisions requiring early completion of these courses; therefore be it

 

RESOLVED,    That the faculty senate encourages the administration to explore appropriate strategies to support students in acquiring these developmental skills and ensure that developmental courses are completed as early in students coursework as possible.

3.         Chat with Chuck – President Wight

 

Legislature is in session. 

Presented  our Base Budget to the Higher Education  Appropriations Sub-Committee. 

Approved Base Budgets for all Higher Education Institutions. Base Budget is secure.

 

New Science Building presentation went very well.  Regents have ranked the Science Building at the number one position.  The State Building Board ranked our request as the number one capital facility in the state.  IGG Committee we are second on their list.  Confident that the building will be supported.  Name of building will be the Tracy Hall Science Center.

 

Budget Requests are on track.  Asked for a 3% salary increase and 9.5% in Health Care Benefits (PEHP).  Have strong support to fund the line items.   Won’t know the outcome until the last three days of the legislative session.

 

Last November, a proposal on the remodel in the library was discussed. Your input was asked for if there were any concerns to Facilities Management and there wasn’t any until December just before the holidays.   Two petitions were received one from faculty and one from students.  Still getting information from a variety of sources.  For right now asked FM to put the remodel on hold.  While the input is considered.  Have to think carefully where we are going with computerized testing going to accommodate students to take those tests in a reasonable way.  Without waiting for hours in line to take a test.  Not easy decision to make.  Options are to relocate the testing center in another location.  Possibly the new science building.  This will be expensive.  If this is done, no funding will be available to do any remodeling in the library for some years.   The decision should be based on what to do with the money to serve students in the best possible way.  Send your input to me on the remodel as soon as you can.  Time is running out if the testing center is to go into the new science building. 

 

 

The data has shown that testing centers are only at 70-80%  capacity during finals week. 

What about a  reservation system that can be used during finals week?

What we decide to do now will fill a need for the next several years. 

 

Tim Herzog has been team teaching with President Wight  General Chemistry this semester.

DISCUSSION

Question on the certification of completion is called different things.  What does it mean?  It is a group of three courses that a person can take to be recognized by the state that they are certified in this area.  The courses are available to undergrads and masters or someone who is employed in this area and needs this type of certification.  These are not required courses except for electives that an undergrad could take for upper division.

6.     SBBFP – Recommendation on Charge 5 – Explore and make recommendations on overload teaching and reassigned time.  Are they mutually exclusive?  David Malone, Chair

 

Recommendation to PPM3-50 Supplemental Pay Faculty

 

With additions and strikes:

 

I.  Faculty awarded a course reduction are not permitted to receive supplemental pay for teaching in the semester the reduction is taken, except when with the following exceptions (1)  that the course reduction is: (1) for courses already taught (e.g., banked courses), (2) for administrative worked already performed, (3) for

administrative worked being performed during the semester the reduction is awarded, or (4) when deemed appropriate by the Dean of the college in which the reduction is being awarded.

 

DISCUSSION

Responsibility asked to take on what is the difference.

Stop the practice of taking an overload altogether.

Department chair takes more time that one course release.  There are probably other responsibilities that don’t take as much time for a course reduction.

Concerned about taking a course release and an overload plus other responsibilities and still do a fabulous job working 90 hours a week knowing that it will take away from my personal life, but that is my choice.

Some departments cannot function without faculty taking overload.

Management issue, working overload you should get paid overtime.

Used as a recruiting tool.  We cannot pay you enough, but there is the option that you can get extra income by taking more classes. 

Weber does pay a market wage. 

Contract negotiation is only reserved for Dean’s.

Other ways to solve the problem without having to teach overload. 

Do not want to penalize those keeping the department afloat by teaching overload.

Deans are on board with the principle. Deans have the ability to say no to course reductions.

Motion to accept the SBBFP recommendation to PPM 3-50 Supplemental Pay Faculty on course reduction and overloads as written above by Tim Herzog.

This Recommendation was returned to committee.

 

There was a suggestion by Eric Amsel to make a charge to collect data and revisit the issue in committee.

RSPG - Azenett Garza, Chair

 

            RSPG Funding Report on Fall 2013 Activities.

During Fall 2013, the RSPG Committee received  33 applications requests in the amount of $87,627.93.   The committee awarded 14 of the requests to allocate $25, 892.  Several  strong requests were left without funding.  There will be two calls for proposals in Spring 2014.  These will be awarded later in the semester. Research ways to find more sources of money for the RSPG Committee.

DISCUSSION

Clarify whether this policy should exist and be active and where it should reside in policy.

Option to have ASSA charged to look at this Resolution.

Want to make sure that this Resolution stays on the table.

Good reasons why the policy was questioned in the first place.

Figure out what is working and what isn’t working with the policy.

Support it with some data on the issue.

Help and support are important words in this resolution.

Is this policy going to go back into effect this summer or fall? As of the vote in Senate the January meeting, this policy no longer exists.

ASSA’s intent was to remove the policy in the Admissions document. But that’s not to say that this policy doesn’t belong somewhere.

Admissions and Standards policy is still in effect.

Admissions needs input from Faculty Senate on this issue.
