3. INSTRUCTURE CANVASS TO REPLACE BLACKBOARD VISTA Gail Niklason, Director Online Education
The University is transitioning from Blackboard Vista to Instructure Canvass over the next three semesters. Our contract with Blackboard Vista ends June 2012. Blackboard has decided to end of life that product. We will transition to Instructure Canvass. Instructure is the company. Canvass is the product. They are local company in Salt Lake.
A couple of courses are using the system this semester. A pilot group of faculty, 20 to 30, who are interested in teaching online this summer will use this product. Those interested in being part of the summer semester pilot group can contact Gail Niklason. The website is: weber.instructure.com Those interested in looking at the system need to contact Gail Niklason so that an account for them can be set up.
The practice has been to keep content online for one year, so that incompletes can be finished. After a year they archive content and put it on DVD. They would like to eliminate the practice of archiving.

Second Reading - PPM 1-13 - Article B-VIII. Procedures to Formalize Senate
Actions
Section 4. Transmittal to the Board of Trustees and the Board of Regents
Faculty Senate decisions that require action by both the Board of Trustees and the Board of Regents shall be transmitted promptly by the president to the Board of Trustees. Upon approval by the Trustees, decisions shall be forwarded by the president to the Board of Regents and shall become effective upon approval by the Regents.
This comes as a seconded motion by the Constitutional Review, Apportionment &
Organization Committee to approve the new section to PPM 1-13 Article b-VIII, 4
as stated above.
Outcome: The motion passed unanimously by the Curriculum Committee.
Second Reading - Article C-I. The General Faculty, Section 1 Membership
Section 1. Membership
The general faculty membership shall be composed of faculty members holding
full-time salaried appointments, with the rank of professor, associate
professor, assistant professor, instructor or instructor specialist,
or title of instructor, and whose primary function is that of instruction but
who may also hold administrative appointments at the organizational level of
department chair or lower. Each member of the general faculty shall have voting
power and shall have representation through an organizational unit as defined in
the Bylaws.
Approval of this change requires "a majority of the total voting membership of the Faculty Senate."
"This Constitution of the Weber State University Faculty Senate may be amended only by an affirmative vote of three-fifths of the general faculty as determined by mail ballot, conducted by the secretary of the Senate and by three tellers appointed by the chair of the Senate. A ballot shall be valid only if returned in two envelopes provided by the secretary, with the outer envelope signed, and if received by the secretary of the Faculty Senate within 15 (fifteen) days after the date on which ballots were mailed to the general faculty. A faculty member who wishes to abstain from voting shall submit a blank ballot in envelopes sealed and signed in the prescribed manner. At the end of ten (10) days, the secretary shall send a second ballot, plainly marked, to all members of the faculty who have not yet submitted ballots. At the end of the 15- (fifteen-) day period, the ballots shall be counted and the results announced."
This comes as a seconded motion by the Constitutional Review, Apportionment &
Organization Committee to approve the change to Article C-I The General Faculty,
Section 1 Membership.
Outcome: The motion passed with 37 out of 44 voting members were present and
in the affirmative.
5. ADMISSIONS, STANDARDS & STUDENT AFFAIRS Kathleen Herndon, Chair
PPM 4-21a Awarding of Transfer Credit, and Credit by Examination or Petition
III. Transfer Credit
At the University there are no age limits on transfer credits. A department may set age limits for credits applied toward its degrees and programs by obtaining approval through the University curriculum process. Chairs of those departments that set age limits may make exceptions for individual students.

6. APPOINTMENT, PROMOTION, ACADEMIC FREEDOM & TENURE Afshin Ghoreishi, Chair
John B. Goddard School of Business & Economics Tenure Document
The John B. Goddard School of Business & Economics Tenure Document can be viewed online from the Faculty Senate homepage under the January 20, 2011 Senate meeting.
This comes as a seconded motion by the Appointment, Promotion Academic
Freedom & Tenure Committee to approve the John B. Goddard School of Business &
Economics Tenure Document.
Outcome: The motion passed unanimously.
Charge 4 - Investigate policies at other institutions on vote of no confidence, especially regarding procedures for transparency, protection of affected parties, etc. and bring information forward for discussion.
Report Conclusion - A Vote of no confidence is rare and there is no widely used procedure for it. Currently, such a vote is an indication of very poor communication and conflict resolution and/or inability to build consensus. However, if desired, a procedure as part of regular PPM can be set up. On the other hand, better communication by administration and stronger voice of faculty in the shared governance may make development of such a policy unnecessary. Suggestions in this regard will be made in the committee reports on charges 6 and 7.

Pay for Instruction
I. POLICY
A. A fixed salary rate for regularly appointed faculty members teaching
classes for supplemental pay is established
and reviewed annually and reported to the Salary, Benefits, Budget & Fiscal Planning Committee by the president in consultation with the provost and the Faculty Senate.
B. Salary rates for adjunct faculty are negotiated individually
separately.
Motion by the Salary, Benefits, Budget & Fiscal Planning Committee to approve
the above title change for PPM 3-51 from Evening School and Off-Campus
Pay Rate to Supplemental Pay for Instruction.
Amendment: Bruce Handley moved to replace individually with
separately in the policy as stated below.

9. ENVIRONMENTAL ISSUES COMMITTEE Hal Crimmel, Chair
Carbon Offset Fee for RSPG Proposals that Include Travel
Weber State signed a Presidential Climate Commitment a couple of years ago. In order for the University to reach carbon neutral by 2050 as part of the Presidential Climate Commitment we need to reduce our carbon footprint.
The Environmental Issues Committee is proposing that a carbon offset fee be included in RSPG proposals that include travel. The Universitys airline travel is close to 9,000 metric tons a year. The offset fees are $7.00 for short one way flights, $17.00 for cross country flights one way, and $29.00 for international flights one way. As a way for the University to off set carbon emissions faculty requesting RSPG funds for travel will be required to purchase a carbon offset. The Environmental Issues Committee is proposing that the offset money stay on campus and be used in a renewable energy fund for projects on campus.
