INSTRUCTURE CANVASS
The University is transitioning from Blackboard
Vista to Instructure Canvass over the next two semesters.
The change has to be completed by Summer 2012. Instructure
is the company. Canvass is the product. They are local
company in Salt Lake.
The information about the transition could be disseminated through Chair’s meetings to their faculty. The Faculty Senate Newsletter will include information on the transition.
Archiving Data - Currently Weber State keeps information on the system for one year. They then archive the information on a DVD, but would rather not archive the data, but would like feed back from faculty. Legally, the university needs to have the data for one year.
PPM 4-19a states: Faculty members are required to keep student academic records (electronic and/or paper) for one year after the posting of grades. Academic records include private records of grades received on papers, exams, etc., not the actual papers and exams themselves (which are usually returned to the students with their marks). The faculty are also required to keep associated syllabi for one year after the posting of grades. If a faculty member leaves the University during this time frame, the records and syllabi will be held by the department chair.
Graded materials not collected by students by the end of the semester must be kept by the faculty for two weeks into the following semester (excluding summer).
Department chairs are responsible for ensuring that adjunct and temporary faculty adhere to this policy or retain these graded materials when adjunct or temporary faculty leave WSU employment during the above described time frame.

CARBON OFFSET
Environmental Issues Committee – Hal Crimmel
reporting
The student Environmental Club is sponsoring the Second Annual Intermountain Recycling and Sustainability Summit on March 4. The Governor will be the keynote speaker.
The Environmental Issues Committee is proposing that a carbon offset fee be included in RSPG proposals that include travel. The University’s airline travel is close to 9,000 metric tons a year. The offset fees are $7.00 for short one way flights, $17.00 for cross country flights one way, and $29.00 for international flights one way. The Environmental Issues Committee also suggests that travelers using Hemingway fund use carbon offsets.
Oversight
The Environmental Issues Committee will discuss an implementation plan for tracking the carbon offset fee.

Environmental Issues Committee.
Outcome: The Executive Committee voted unanimously to
send this to the Faculty Senate for an endorsement of the
recommendation of the Environmental Issues Committee to
include a carbon offset fee in RSPG proposals that include
travel.
PIPELINE
Ogden City pipeline project
MOTION
This comes as a seconded motion from the
Environmental Issues Committee.
Outcome: The Executive Committee voted unanimously to
have Ogden City do a pipeline presentation at the January
20, 2011 Faculty Senate meeting.
PIPELINE OPTIONS
The Environmental Issues Committee wants to raise
awareness of other options to the proposed pipeline project.

APAFT
Charge 4 Report
Charge 4 - Investigate policies at other institutions on vote of no confidence, especially regarding procedures for transparency, protection of affected parties, etc. and bring information forward for discussion.
Report conclusion - A Vote of no confidence is rare and there is no widely used procedure for it. Currently, such a vote is an indication of very poor communication and conflict resolution and/or inability to build consensus. However, if desired, a procedure as part of regular PPM can be set up. On the other hand, better communication by administration and stronger voice of faculty in the shared governance may make development of such a policy unnecessary. Suggestions in this regard will be made in the committee reports on charges 6 and 7.

APAFT - This charge came up during the dean evaluation. Should a Dean have the right to challenge procedural irregularities in their periodic reviews? Propose changes to policy as appropriate. APAFT is already doing a significant examination of the dean’s review policy. This could be added to that. The Provost suggested that this discussion take place at a future meeting.
Hiring Practice - Dean Hill requested the following: Consider the process by which faculty are hired. Why do faculty vote on a committee? What is the role of the department chair and/or dean? Is there an accommodation for outside members of the hiring committee? Is the current policy being followed across all colleges and departments? Propose changes to policy as appropriate (PPM 8-6 IV C). This will be discussed further at the January 27 meeting.
Hiring policy is not made by the Faculty Senate. The Faculty Senate can only make recommendations.
