2. APPROVAL OF THE MINUTES

3. CONSTITUTIONAL REVIEW, APPORTIONMENT & ORGANIZATION COMMITTEE – Michelle Heward, Chair

Second Reading - Executive Committee Elections PPM 1-13, Article B-II, Section 7.2

7.2 Prior to the eleventh week of spring semester, the Executive Committee shall call a general faculty meeting for the purpose of electing members of the Executive Committee for the following year. The faculty must vote for nine members; and in the case of a tie for the ninth member, it shall be decided by the flip of a coin. A secret ballot shall be used. There is no requirement that every organizational unit be represented on the secret ballot. The highest vote recipient from each ~~academic college~~ organizational unit represented on the secret ballot shall serve as an elected member of the Executive Committee. The next ~~two~~ highest vote recipient(s) shall also be elected to the Executive Committee. ~~; however,~~ No more than two members from the same organizational unit shall serve on the Executive Committee at the same time; for this purpose, a top-vote recipient will be eliminated in favor of the next highest vote recipient from another organizational unit.

Discussion

This change would allow every senator the option of withdrawing from the ballot that elects college representatives to serve on the Executive Committee. By allowing college representatives the option to withdraw from the ballot a college may end up not having a college representative on the Executive Committee.
The intent of this change is to guarantee the Library a seat on the Executive Committee, but also to allow the Library Senate representative to withdraw if they felt uncomfortable sitting on the Executive Committee.
Should the College and the Library have the option to not be represented on the Executive Committee?
The Library encourages their Senate representative to sit on the Executive Committee.
The Library has one Senate seat. That person is automatically a member of the Executive Committee.

Motion by the Constitutional Review, Apportionment & Organization Committee.
Outcome: The motion passed with 1 opposed.

4. CURRICULUM COMMITTEE – Erika Daines, Chair

Outcome: The motion passed unanimously.

Motion by the Curriculum Committee to approve the curriculum proposals from Nursing, Computer Science and Military Science as stated above.
Outcome: The motion passed unanimously.

5. OTHER ITEMS

Course Management Systems - Currently Weber State uses Vista/Blackboard. The University is testing other systems for consideration. No training will be provided. If faculty would like to try using another system for their course and give feedback to the Continuing Education Department they can call Luke Fernandez or email him at lfernandez@weber.edu

The Utah Council of Faculty Senate Leaders - The UVU Faculty Senate Chair sent and email to David Ferro acusing one of the Legislators of interfering with the professor’s academic freedom. This particular case dealt with the professor’s views on global warming. Additional information is on the blog. http://blog.weber.edu/users/dferro/blog/

The Utah Council of Faculty Senate Leaders will be meeting in January to discuss budgets and academic freedom.

Graduation Date/Finals Schedule

Use the Saturday before classes end as a final exam day, and the Saturday after graduation as a final exam day.
This is the first time the Monday of finals week has been a teaching day/last day of classes.
Currently in the schedule they have allowed for one conflict period. They could allow for two conflict days.
The departments could be contacted to see if they need a two-hour block for finals or if they would be content with a 90-minute block for finals. All departments would not need to move to one or the other, but specific blocks of 90 minutes or 120 minutes could be set up. This, however, could be a problem with students who take courses across multiple departments.
Make a Monday a Tuesday.
The policy states that a comprehensive exam cannot be given the week prior to the final exam period.
Student work schedules on Saturday may cause conflicts.
Senate members were polled as to how many only give students the single option of a proctored final exam during finals weeks (11). Six of the 11 stated they could not do the exam any other way.
We can make it work this Spring, but we need to find a permanent solution.
Options (1) Final exams the Saturday before classes end and the Saturday after graduation, (2) Graduation on Saturday, (3) Final exams on Saturday and Monday as well as classes on Monday, (4) Leave as is (three days for finals and keep graduation and convocations on Friday).

It was suggested that the University leave the schedule as is for Spring 2010, but add an additional conflict day, and continue to discuss the options for the next academic year.
