APAFT
Appointment, Promotion, Academic Freedom & Tenure Committee – Afshin Ghoreishi, Chair PPM 3-2 Employee Definitions

The changes to the section below were made to address the concerns of the Deans.

Each year the department chair and dean shall review both the candidate their contract faculty and the need for the positions before deciding on reappointment or whether or not to terminate. If the a decision is made not to re-appoint to terminate, the candidate individual must be notified by June 30, or, in the case of an appointment expiring during an academic year, by the anniversary date of the appointment. Otherwise, the candidate will receive a new contract. That contract will be a one-year contract during the probationary period and a two- or three-year contract commencing with the start of the fourth year. Contract faculty in their first year of employment will be formally reviewed by a faculty committee consisting of one faculty chosen by the contract faculty member, one faculty chosen by the chair, and at least one faculty elected by the department. This committee may include faculty from outside the contract faculty member’s department and must include at least two faculty members on tenure-track or tenured appointments. By April 1, this committee will make a recommendation to the department chair regarding reappointment. After the first year formal review, contract faculty employed continuously on one year or two year contracts, will be reviewed every three years using the above review process.

A couple of years ago the APAFT Committee changed the wording in the section below to step up the degree requirements. The new language now appears to make the policy weaker. It was pointed out that there are some fields that do not offer mater or doctorate degrees. The proposed policy opens up more widely the hiring of instructors with a bachelor’s degree.

Suggested wording: "The master’s degree shall be the minimum degree for an appointment with this title. Where the master’s degree is the highest degree awarded a baccalaureate degree and appropriate professional experience will be accepted . . ."

The master's degree shall be the minimum degree for an appointment with this title. to this rank. Where the master's degree is the terminal degree, If a candidate does not have a master’s degree, a baccalaureate degree and appropriate professional experience will be accepted for

the position of instructor upon approval of the faculty of the discipline, the chair, the dean, and the provost. and the college Ranking Tenure Evaluation Committee.

The Provost pointed out that there is some constraining language in the policy below for both instructor and visiting faculty.

Visiting Faculty - The wording " an individual whose recent or primary affiliation is with another institution" would prevent for example the College of Arts & Humanities from bringing back June Phillips for a semester. Suggested wording - "an individual whose recent or primary affiliation will not be Weber State University is with another institution.

Instructor - "An instructor is hired for a fixed time period and may (can??) be rehired at the sole discretion of the university."

II. POLICY

B. Titles

Faculty on contract appointments will be assigned one of the following titles: Instructor, Adjunct, Clinical, Affiliate, Concurrent, Research, or Visiting.

Instructor - an individual having academic, professional or specialized training, employed on a half-time or more basis and who either cannot be hired as a tenure track faculty or does not wish to be in a tenure track position. An instructor is hired for a fixed time period and may be rehired at the sole discretion of the university. See PPM 8-7.

Adjunct, Clinical, Affiliate, Concurrent, and Research faculty are defined in PPM 3-2.

Visiting Faculty - an individual whose recent or primary affiliation is with another institution. The university may employ an individual under this title for a limited amount of time. A visiting faculty may be given a title containing an academic rank (assistant, associate, full) provided the additional title of "visiting" precedes the designation of rank.  Such establishment of rank has no significance for the achieving or holding of rank if the person should apply for a tenure track position.

MOTION

Outcome: The motion failed with 1 abstention. The proposal will be sent back to the APAFT Committee.

BA/BS DEGREES
Bachelor of Arts and Bachelor of Science degree requirements.

Susan Matt - The History Department is almost unanimous behind changing their degree to a BA, but they are reluctant to do so if other departments who should only offer a BA degree choose to offer a BS degree.

If you are essentially a humanities field or history field and you are pushing for a BS degree, then the burden of proof should be with your department to show that the degree would have any currency in the world.

Vel Casler - The Sales & Technology Department does not currently have classes that satisfy the requirements for the proposed BS degree. The science requirements for the BS degree does not add much to what happens to the sales person in industry or the market place. They currently offer both BA and BS degrees. The are looking at the possibility of adding a class with a research component.

Scientific method could be changed to read "evidenced based investigation." The intent is not to add more courses to a major, but look at the courses already within the major for the investigative, problem solving element. These elements exist in many of our courses. There are some fields of research in sociology and psychology that include qualitative data.

Discussion

It was suggested that a "what is" chart be created. The Provost’s Office will sort the information and make it available. There are peer institutions identified by the Regents. The U.S. Government also puts out a list of higher education institutes for comparison and it is available through President Millner’s office.

This course from COAST is seeking gen ed status with the creative arts designation. There was no concern from the Curriculum Committee or the College of Arts & Humanities over giving this course the creative arts designation.

LIAISON REPORTS

REGENTS
The Regents have made some changes in the Master of Communication proposal. The changes will come back through the process.

PROGRAM NAME CHANGES
Program name changes are currently considered as a nonsubstantive item and have been signed off by the University Curriculum Committee Chair, and listed on the agenda for University Curriculum Committee members. The Provost suggested that program name changes be approved by the Faculty Senate.

MOTION
