PPM 3-2 and 8-1 Changes - The aim of the changes proposed is to clarify rank and title and eliminate some inconsistencies in PPM 8.
No new Instructor Specialists. This will not affect tenured instructor specialists. No current faculty will be affected by this.
Elimination of the possibility of promotion of a non-tenure track instructor to assistant professor. No current faculty will be affected by this and it does not exclude the possibility of an instructor being moved to a tenure track position by contract stipulations.
Clarification of rank and title: Rank will be awarded to tenure track or tenured faculty while title will be assigned to non-tenure track faculty.
Removal of Lecturer title which was not defined and was referred to in only one place.
Elimination of Rolling Contracts and allowing for review of Instructors by the faculty.
PPM 8 clarifications and corrections. This includes the clarification that department tenure documents are part of their college tenure document and are subject to review by the Faculty Senate.

Salary, Benefits, Budgets & Fiscal

The Board of Trustees suspended PPM 3-5 March 10, 2009. Because of cost reductions, the fixed salary rate was cut. Prior to last year the fixed salary rate had increased at a greater rate than the average salary. The proposed change would allow the fixed salary rate to increase or decrease independent from the average base salary rate.

I. POLICY
A. A fixed salary rate for regularly appointed
faculty members teaching classes for supplemental pay is
established and reviewed periodically
annually and reported to the Salary, Benefits, Budget & Fiscal Planning
Committee by the president in consultation with the
provost and the Faculty Senate.
1. The fixed salary rate shall be adjusted
annually at the same rate as the average base salary
increase for that year.
2. Under unusual conditions, individual
exceptions to the fixed salary rate may be
recommended by the academic dean and approved by the
provost.
B. Salary rates for adjunct faculty are negotiated individually.

Students come into the certificate program with a bachelor’s degree. It is common in the health professions to have post-baccalaureate certificates. This is an online certificate program not a master’s program. The courses are not graduate courses. Questions were raise about including "Post Baccalaureate" in the name. The program requires a 10 hour minimum in residence at Weber State.
The Executive Committee discussed what the criteria should be for a post-baccalaureate certificate.

Admissions, Standards & Student Affairs – Louise Moulding, Chair
They are clarifying transfer status of students with AA/AS degrees from accredited universities outside the Utah System of Higher Education. In addition, the new language allows for DANTES exam results to be considered for credit much like the CLEP tests. There are slight changes concerning the practice of awarding credit for foreign language to transfer students. This change is also supported by changes made to PPM 6.2.

4. International applicants must submit the application information required of new freshmen or transfer students (as applicable), and must submit evidence of:
a. English Proficiency: Provide evidence of English proficiency such as Test of English as a Foreign Language (TEFL) with minimum scores of 500 (written), 173 (computer based), or 61 (internet based) or the International English Language Testing System (BELTS) with minimum score of 4.8. English proficiency can also be completed by successful completion of the equivalent of Weber State’s English ENGL 1010 – Intro to College Writing course from an accredited U.S. college or university with a grade of 2.0 or better. International applicants who are admitted but unable to present evidence of English proficiency must take the LEAP Placement test first and complete the appropriate ESL courses according to their test results.

II. General Policy
Weber State University accepts transfer credit from regionally accredited colleges and universities, and awards credit for competencies gained outside the university as measured by way of standard examination such as the College Level Examination Program (CLEP) and the Advanced Placement program (AP), the International Baccalaureate (IB), Defense Activity for Non-Traditional Education Support (DANTES), by special examination administered by individual departments, and by petition.
D. If the sending institution is part of the
USHE, credits will be evaluated according to the Utah
State Board of Regents Policy on transfer credit.

For the purpose of General Education, Brigham Young University, Brigham Young University (Idaho), LDS Business College, and Westminster College will be considered the same as USHE institutions.
E. For the purpose of General Education, institutions accredited by one of the six regional accreditation associations (recognized by the US Department of Education) will be considered the same as USHE institutions. Specifically, Associate of Art and Associate of Science degrees from regionally accredited institutions will fulfill Weber State University’s General Education requirements.
VI. The Foreign Language Department has a separate
procedure to accept results from other
approved foreign language testing agencies and to allow
petitions to gain specific credit for
some
certain lower division courses by
passing an upper-division course
specific higher level courses with a grade of C or
better.

MCOMM
An update on the Master of Professional Communication
proposal that went to the Regents was given the Executive
Committee. The Regents requested that a writing course be added
to the program. An additional hour was also added to one course.
The changes will go to the Faculty Senate as an information
item. Comments coming from Utah Valley University and Southern
Utah University proscribed the change in content. Based on these
comments Teddi Safman, Commissioner for Academic Affairs in the
Regent’s Office, would not take the proposal forward unless the
curriculum was changed.
