One seat was gained by the Goddard School of Business & Economics and one seat was lost by the College of Applied Science & Technology.

Apportionment figures are based on full-time faculty as of fall semester. The Provost asked if we might consider faulty members who have partially retired and have 3/4 or 7/8 contracts.

Executive Committee members felt that the constitution definition of full-time faculty should remain in place.

Gene Sessions: Moved to forward to the Faculty Senate the above apportionment figures.

Proposal to make the Environmental Issues Ad Hoc Committee a permanent Faculty Senate Standing Committee.

4.6 Committee on Environmental Issues

The Environmental Issues Committee shall help facilitate the integration of environmental initiatives into academic affairs, student affairs, and facilities management. The committee shall serve as a local and statewide source for scientifically-based information and for leadership on environmental issues affecting Utah, the Wasatch Front and WSU campus communities.

MOTION
Wade Kotter: Moved to forward to the Faculty Senate the first reading of the proposal to make the Environmental Issues Committee a permanent committee of the Faculty Senate.

HISTORY
History
- Program proposal for Minor in Public History

Currently this emphasis can be taken in lieu of a minor. The proposal is missing a Library signature. Wade Kotter will sign off on the proposal.

GEOGRAPHY
Geography
- Course proposals for Natural Environments Field Studies - Geog 1001, Map Reading and Land Navigation - Geog 1002.

Lab hours are not calculated correctly for the credit hours assigned the class.

The Curriculum PPM, Section 7 states:

CREDIT HOURS - The unit by which an institution may measure its course work. The number of credit hours assigned to a course is usually defined by the number of hours per week in class and the number of weeks in the session. One credit hour is usually assigned to a class that meets fifty minutes a week over a period of a fifteen week semester; in laboratory, fieldwork, drawing, music, practical arts, physical education, or similar type of instruction, one credit hour is assigned for a session that meets two or three hours a week during a fifteen week semester.

CREDIT RATIOS - Academic credit is a measure of the total time commitment required of a typical student in a particular course of study. Total time consists of three components: (1) time spent in class; (2) time spent in laboratory, studio, fieldwork, or other scheduled activity; (3) time devoted for reading, studying, problem solving, writing, or preparation. One fifteen week semester credit hour is assigned in the following ration of component hours per week devoted to the course of study: (1) lecture courses – one contact hour for each credit hour, (two hours of outside work implied); (2) laboratory or studio course – at least two contact hours for each credit hour, (one hour of outside preparation implied); (3) independent study – at least three hours of work per week for each credit hour.

The Geography Department will be contacted by Laine Berghout and Erika Daines and asked to make the adjustment in the course so that the correct number of contact hours are required for the course.

MOTION
Bruce Handley: Moved to contact the Geography department and ask them to make and adjustment in contact hours. If the contact hours are changed then Natural Environments Field Studies - Geog 1001, Map Reading and Land Navigation - Geog 1002 will be forwarded to the Faculty Senate.

ESL
English as a Second Language

ESL 0021 has been used before. The ESL Department will work with Mark Simpson to find an appropriate number for the course that lets the courses in this series be sequential.

MOTION
Gene Sessions: Moved to forward to the Faculty Senate from English as a Second Language the course proposals for Language Foundations I - ESL 0010, Language Foundations II - ESL 0011, Beginning Reading I - ESL 0020, Beginning Reading II - ESL 0021, Basic Conversation I - ESL 0030, Basic Conversation II - ESL 0030, if they can work out with the Registrar an appropriate course number for ESL 0021. Laine Berghout and Erika Daines will contact Giana Curtis and Mark Simpson.

HONORING FACULTY
The Provost asked committee members what they thought about honoring faculty at Senate meetings. Executive Committee members felt that it becomes difficult to make sure everyone is treated the same when some faculty members have been retired for several year. The committee felt that if something were to be done, another venue would be more appropriate.
