It was pointed out that Daniel Balderson (Gen Ed), and Autumn Behringer (TLA)
will not be at Weber State next year. Replacements on these committees will be
made in September.
7. ENVIRONMENTAL ISSUES AD HOC COMMITTEE
It was proposed by the 2008-09 Executive Committee that the Environmental Issues
Ad Hoc Committee continue for one more year.
Motion by the Executive Committee to have the Environmental Issues Ad Hoc
Committee continue for one more year as an ad hoc committee.
Outcome: The motion passe unanimously.
8. 14-WEEK SEMESTER CALENDAR SURVEY - Eric Amsel, Chair
The 14-week Calendar committee was charged with assessing faculty opinions about
the 14-week calendar proposal. The committee approved a vote procedure in late
February and by March the material for the vote was assembled. Ballots and
ancillary information were mailed to 507 faculty members during the week after
spring break. A total of 189 (37%) ballots were received on time. The
distribution by college of returned ballots closely matches the actual
distribution of faculty members by college.

to Faculty Senate and the administration.
9. SALARY, BENEFITS, BUDGET & FISCAL PLANNING COMMITTEE – Jenny Turley and Barry
Gomberg
The Following proposed faculty sick leave policy was presented to the Faculty
Senate:
PPM 3-21a
II. POLICY
A. Faculty members do not accrue vacation or sick leave. Therefore, (1) personal
illness,
(2) birth of a child, (3) adoption of a child, or (4) absences from work due to
an extended illness of a spouse, dependent child, or parent will be covered as
approved by the Department Chair and Dean or as covered under PPM 3-29a, Family
and Medical Leave (FMLA).
B. All faculty will be compensated at full pay and benefits for a period of up
to 12 weeks annually from the inception of leave. The annual period will be
calculated in the same manner as PPM 3-29a.
1.The Department Chair, in cooperation with the Dean, shall assure that the faculty member’s teaching responsibilities shall be covered appropriately.
2. If the faculty member chooses to take a full 12 weeks of paid leave, additional time may be taken through (1) leave without pay, (2) reassignment of duties with reduced pay, or (3) reassignment of duties at full pay. The type of additional leave needs to be negotiated with the Department Chair and Dean. After four weeks of leave without pay, the faculty member will no longer be eligible for paid benefits.
3. In the event that both members of a married couple are employed by the University, and at least one is a member of the faculty, the leave benefit to provide child care related to a new-born or an adoption will be taken only by one or the other, or one benefit will be shared between them.
4. Extension of the probationary period for tenure is allowed per PPM 8-23.
C. The University reserves the right to require substantiation of absences.
D. Record of extended sick leave is to be maintained by the Department Chair or appropriate administrator.
E. A physician's statement indicating the condition of the employee and fitness for duty may be required.
F. At the conclusion of 12 weeks of continual leave caused by the faculty member’s own disabling health condition, the faculty member must apply for long-term disability. Regardless of eligibility for long-term disability, the faculty member's teaching position at the University will be held for one year from inception of leave in anticipation of a return to duty.
G. The University has the option to terminate a faculty member’s right to the position after one year of leave subject to the due process provisions of Sections 9-9 through 9-18 of the PPM. Faculty members can reapply for subsequent positions for which they are qualified as posted by the university.
H. If a faculty member’s non-FMLA protected pattern of leave/attendance creates an undue burden or hardship for the department, then her or his employment may be terminated subject to the due process provisions of Sections 9-9 through 9-18 of the PPM.
I. The provisions of this policy shall not supersede any federal or state law
that provides greater employee leave benefits and/or rights than are offered in
this policy.
The parameters they used to develop the policy were the Family Medical Leave Act
and the Pregnancy Discrimination Act.
Their goals were to promote continuity in the classroom, enhance the recruitment
and retention of faculty, preserve flexibility, and encourage communication
between faculty and department chairs.
Discussion
• Senate members wanted to see item “A” be more inclusive, and suggested that
the Salary Committee to be charged next year with revisiting the policy in terms
on including partnerships under item “A.”
• The policy would standardize the benefits across campus for faculty.
• This proposal would allow 12 Weeks of paid sick leave.
• This policy is only a recommendation to the administration.
• Faculty will not be required to bank hours. Banking hours would only apply to
extra weeks beyond the twelve weeks of paid leave.
• FMLA allows intermittent leave.
• B-3 was discussed in terms of both employees not being allowed to take sick
leave at the same time, “the leave benefit to provide child care related to a
new-born or an adoption will be taken only by one or the other, or one benefit
will be shared between them.”
• B-2, After four weeks of leave without pay, the faculty member will no longer
be eligible for paid benefits. The faculty member would after 16 weeks have the
option of paying for their own benefits.

Outcome: 30 in favor
Motion by the Salary, Benefits, Budget & Fiscal Planning Committee to approve
the above stated policy as a recommendation to the administration.
Outcome: The motion passed with 4 opposed.
Motion: Moved to charge the Salary, Benefits, Budget & Fiscal Planning Committee
to investigate broadening the definition of dependents in the faculty sick leave
policy item “A.”

10. SENATE PACKETS
Both the 2007-08 and the 2008-09 Executive Committees have concluded that we
need to discontinue copying curriculum items for the Senate packets. Those who
want full copies of the curriculum proposals can come to the Senate Office and
pick those up. Curriculum items will be posted online. A cover sheet will be
provided for each set of curriculum outlining the pros and cons, and
recommendations of the Curriculum Committee.
11. CURRICULUM COMMITTEE – Craig Bergeson, Chair
Community Based Learning – Brenda Kowalewski
They are proposing a Community Based Learning designation for courses that meet
certain criteria. Currently courses taught on campus with a community based learning component,
service learning or community based research, are not listed as such in the
class schedule. The designation in the class schedule will let students know
that the course will include a service learning or community based research
component. The designation will be similar to those classes that include
“supplemental instruction.” The Community Involvement Center’s curriculum
committee will be responsible for evaluating whether or not that teaching method
is being employed. Current courses would apply for the designation and the
courses would be approved by section and by instructor.

Curriculum proposals from Automotive Technology, Computer and Electronics
Engineering Technology, and Foreign Language were removed from the packet for
further discussion.
Motion by the Curriculum Committee to approve the above curriculum proposals
minus the proposals from Automotive Technology, Computer and Electronics
Engineering Technology, and Foreign Languages.
Outcome: The motion passed unanimously.
Automotive Technology
Discussion
• General Education requirements - Eliminating Communications - HU 2110? They
are not eliminating the communication’s course.
• Widening the mission of the program with three tracks
• Why are they eliminating the course called Environmental issues? They have
three course that relate to the environment that the students are taking in the
program.
• The program now focuses heavily on technical training.
• Adding eleven new courses.
• Faculty? Some faculty only have a two-year associates degree. Four of the
eight teaching only have a bachelor’s degree. Two of the faculty have master’s
degrees. The two faculty with master’s degrees will teach in the bachelor’s
program.
• The program they have offered for the last twenty years is still in existence
as one of the three options.
• A thirty member national advisory committee with representatives from every
manufacturer of automobiles in the country, and representatives from business
made suggestion for the revisions to the program.
• The program is driven by industry demands.
Motion by the Curriculum Committee to approve the Automotive Technology program
and course proposals.
Outcome: 25 in favor, 5 opposed and 4 abstentions.
Computer and Electronics Engineering Technology
Discussion
• Math requirement? Their advisory committee feel that calculus and physics are
not needed in a technician program. Calculus II is still required in the
Electronic Engineering Technology program. The Computer Engineering Technology
program is shifting toward embedded controller systems and does not require
Calculus II. The advisory committee felt that Calculus I is sufficient for the
CET program.
• Physics for Engineers I is required for the bachelor of science in EET and CET.
• The writing courses are still part of the program.
Motion by the Curriculum Committee to approve the curriculum proposals from
Computer and Electronics Engineering Technology.
Outcome: The motion passed with 1 opposed.
Foreign Languages & Literature
There was no discussion on the three commercial minors.
Motion by the Curriculum Committee to approve the proposals from Foreign
Languages & Literature for the three commercial emphasis minors.
Outcome: The motion passed with 1 abstention.

Foreign Language 2020 course
• Will this disenfranchise our bachelor of science students?
• There are two main groups that come in and take the culminating course,
heritage speakers who have grown up in a family where another language is
spoken, and return LDS missionaries. In most cases none of these students can
take any of the lower division classes. We prefer that they take an upper
division class. If they pass it with a C or better they can receive all of the
lower division credit including the humanities credit.
• This change will put Weber State in line with the other state institutions.
• Students in 2010 really don’t learn enough language to work in the language or
to understand the kinds of concepts that general education tries to address,
e.g. art, beauty, ethics, culture, analysis, critical thought.
Motion by the Curriculum Committee to approve the course proposals from Foreign
Languages & Literatures for General Education Humanities Emphasis for Second
Year II - FL 2020, and the new course proposal for Second Year II - FL 2021.
Outcome: The motion passed with 1 abstention.
