4. ADMISSIONS, STANDARDS AND STUDENT AFFAIRS – Erika Daines, Chair
PPM 4-1 Graduation Standards, IV Second Baccalaureate Degree
1. A. A minimum of 30 semester (45 quarter) credit hours in
residence at Weber State University must be completed. Military credit, special
examination, experiential credits and credits awarded by department decision do
not qualify for resident hours.
B. Credits earned for the second baccalaureate degree must be in addition to
and separate from credits applied to the first baccalaureate degree. The
additional 30 semester credit hours may be completed in conjunction with or
after the completion of requirements for the first baccalaureate degree.
C. A minor is not required for a second baccalaureate degree unless specified
by the department.
A. The first baccalaureate degree must have been previously conferred by an accredited or otherwise recognized college or university. The first and second baccalaureate degrees may not be awarded during the same semester or term.
B. Residency Requirement:
A minimum of 30 semester hours must be earned in residence at Weber State University. These 30 credits represent academic work beyond the requirements for the first degree and therefore must be in courses that were not applied towards the requirements for the first degree.
For students whose first baccalaureate degree is also from Weber State University, credits earned in conjunction with but beyond the minimum credits required for the first degree may be applied toward the second baccalaureate degree. However, a minimum of 12 semester hours must be earned at WSU after the first baccalaureate degree is conferred.
C. Major Requirements for the Second Degree:
All of the major requirements of the second declared major must be fulfilled by a combination of previous course work and the required additional 30 semester hours.
D. Minor Requirements: A minor may be required for a second baccalaureate degree as specified by the major department.
E. Additional Requirements for Baccalaureate Degrees:

The courses used to satisfy this requirement must be over and above the general education requirements for science.
3. Diversity (DV) Requirement: All candidates for a baccalaureate degree must satisfy this requirement. Course work taken as part of the first degree that is comparable to the current list of approved diversity courses may be used to satisfy this requirement.
F. General Education Requirements: The general education requirements associated with the second baccalaureate degree shall be considered satisfied if the first baccalaureate degree was conferred by an accredited or otherwise recognized college or university.

Alternative language for paragraphs E 1 and E 2 was proposed:

Further discussion of the proposed policy centered around scientific inquiry. If we say scientific inquiry is important for a Bachelor of Science degree then regardless of whether the second degree is a Bachelor of Science or Bachelor of Arts, should the scientific inquiry requirement be required? Dean Vaughan did not think paragraph E 2 (scientific inquiry) was enforceable as written because the scientific inquiry requirement is defined as hours beyond the general education requirement. If we are looking at the S.I. requirement, why are we not looking at the general education requirements? Should different degrees be listed? Does it need to be an exhaustive list?

Proposed revisions to PPM description - Second Reading - PPM 1-13, Article B 5, Section 4.8: The Committee on Salary, Benefits, Budget and Fiscal planning shall study, evaluate and make recommendations on faculty salaries, benefits, budgets and fiscal
planning issues.This Committee shall not exceed ten nine
members with
representation from each organizational unit. The Faculty Senate chair shall
serve as the Executive Committee liaison. A subcommittee shall serve under the
direction of the Committee and represent the faculty in salary and related
negotiations with the University administration. No two members of this
subcommittee shall be from the same organizational unit. This subcommittee shall

One instructor was not listed in the apportionment figures sent to Faculty Senate members. Debra Huber from the Dumke College of Health Professions, will be added to the apportionment figures. The total number of faculty in the Dumke College of Health Professions changes from 68 to 69 full-time faculty.
This year the Goddard School of Business and Economics lost one Senate seat and the College of Applied Science and Technology gained one seat.

7. TEACHER EVALUATION AD HOC COMMITTEE – Kathy Herndon, Kyle Poll, Johnathan Aubrey
In February 2003 the Student Senate requested that the Faculty Senate reconsider the two standard campus-wide questions on the faculty evaluations. That request was approved and the Teaching and Learning Forum was assigned to work with the Student Senate. A committee of faculty and students was formed last Spring to study this issue. The committee researched common evaluation forms currently used at other institutions in the state. The goal of the committee was to develop a set of questions that would provide more meaningful information than the two questions that are currently used. Links from the evaluation to the professor’s syllabus could be established for students to view the course outline. The student evaluation is not intended to be used for promotion and tenure.

It was suggested that the Senate consider two separate issues: (1) Approve the student evaluation of faculty questions and then (2) Give direction as to how the information will be disseminated. The Faculty Senate has some control of whether or not the faculty evaluations are connected to Weber State’s home page. Do we want to endorse the evaluation as an institution?
