3. TEACHING, LEARNING AND ASSESSMENT – Kathy Herndon, Chair

Second reading of revised mission statement PPM 1-13, Article B 5, Section 4.9: The Committee on Teaching, Learning and Assessment endeavors to enhance the learning environment at Weber State University. When the opportunity and need arise, and as charged by the Executive Committee of the Faculty Senate, the Committee studies, evaluates, and makes recommendations on issues affecting the teaching environment and the assessment of student learning at Weber State University. It also advises the Chair of the Committee in his or her capacity, as the Director of the Teaching and Learning Forum, and supports the faculty development activities of the Teaching and Learning Forum.

Motion: Moved to approve the revisions to the TLA mission statement, PPM 1-13, Article B 5, Section 4.9 as stated above.

4. SALARY, BENEFITS, BUDGET AND FISCAL PLANNING COMMITTEE – Al Talbot, Chair

First reading of the revised mission statement PPM 1-13, Article B 5, Section 4.8: The Committee on Salary, Benefits, Budget and Fiscal planning shall study, evaluate and make recommendations on faculty salaries, benefits, budgets and fiscal planning issues. salaries, salary schedules, cost of living, retirement plans, annuities, health and life insurance, hospital plans, other faculty benefits, budget and fiscal planning.

This Committee shall not exceed ten nine members with representation from each organizational unit. The Faculty Senate chair shall serve as the Executive Committee liaison. A subcommittee shall serve under the direction of the Committee and represent the faculty in salary and related negotiations with the University administration. No two members of this subcommittee shall be from the same organizational unit. This subcommittee shall consist of the Faculty Senate chair, the chair of the Committee on Salary, Benefits, Budget and Fiscal Planning and a third member nominated by the Committee and approved by the Faculty Senate.

Motion: Moved to approve as the first reading the above recommendations to PPM 1-13, Article B 5, Section 4.8.

Salary Negotiation Team - Al Talbot - Chair of the Salary, Benefits, Budget and Fiscal Planning Committee, Michelle Heward - Chair of the Faculty Senate, and the third person, Debra Huber who was nominated and approved by the Salary, Benefits, Budget and Fiscal Planning Committee.

Motion: Moved to approve the above Salary Negotiation Team from the Salary, Benefits, Budget and Fiscal Planning Committee.

Information was presented showing Weber State University faculty salaries compared to (CUPA) College University Personnel Association national averages.

The question was raised asking if there is data showing salary comparisons between the state institutions. The Regents have some very general information on salary comparison between the state institutions. Norm Tarbox was asked to provide information comparing WSU with the other state institutions.

5. CURRICULUM & GENERAL EDUCATION COMMITTEE – Rob Reynolds, Chair

Health Sciences new course proposals for Biocalculations for Health Professions - Hthsci 1108, and Introduction to Pharmacology - Hthsci 2240/3240.

Concern was expressed about students receiving five credit hours toward graduation from Biocalculations for Health Professions - Hthsci 1108, when students taking 0950 receive no credit hours toward graduation. Some of the math in Hthsci 1108 is at a basic math 0950 level, but the course also teaches and uses statistics, and the math taught in the course is not only calculated but applied in a clinical setting. This course does not meet quantitative literacy, but does fulfill the math requirement for the AAS degree.

The four courses they are adding provide a more in depth study rather than a survey of the music. The four new courses will be taken by students majoring in Bachelor of Arts in Music, Bachelor of Music, Bachelor of Music Education. The survey courses will be used for the music minor.

6. UNIVERSITY RANKING TENURE EVALUATION COMMITTEE – Michelle Heward

It is the recommendation of the Executive Committee that Frank Guliuzza be ratified by the Faculty Senate to serve as Chair of the University Ranking Tenure Evaluation Committee.

Frank Guliuzza currently serves as the Chair of the Student Board of Appeals, but it was not felt this would be a conflict of interest.

Motion: Moved to approve Frank Guliuzza to serve as chair of the University Ranking Tenure Evaluation Committee for 2003-04.

7. SELF STUDY DOCUMENT – Kathleen Lukken

The WSU Draft Institutional Self Study will be delivered to academic deans’ offices, department chairs’ offices, student government offices, supervisors and directors that report to vice presidents, and every office where there is supervisory responsibility. The draft document is approximately 400 pages long.

There are nine standards in the self study: (1) Institution Mission, Goals, Planning & Effectiveness, (2) Educational Program & Its Effectiveness, (3) Students, (4) Faculty, (5) Library & Information Resources, (6) Governance & Administration, (7) Finance, (8) Physical Resources, (9) Institutional Integrity.

Between now and mid-March, 2004, Senate members were invited to read the entire document. The document is also available on line at http://programs.weber.edu/nwreview/ Both versions include feedback forms that ask for your comments on the: (1) accuracy and completeness of the information, (2) clarity and understandability of the writing, (3) implications for the future of WSU with regard to our self-identified strengths and challenges (Section II) and next steps/action items (Section IV)
