Becky Johns: Moved to approve the minutes from the
October 23, 2003 meeting.

SBBFP
Salary, Benefits, Budgets and Fiscal Planning Committee – Al
Talbot, Chair reporting.
PPM 1-13 Proposed changes to PPM 1-13, Article B 5, Section 4.8: The
Committee on Salary, Benefits, Budget and Fiscal planning shall study,
evaluate and make recommendations on faculty salaries, benefits, budgets
and fiscal planning issues. salaries, salary schedules, cost of
living, retirement plans, annuities, health and life insurance, hospital
plans, other faculty benefits, budget and fiscal planning.
This Committee shall not exceed ten nine members with
representation from each organizational unit. The Faculty Senate chair
shall serve as the Executive Committee liaison. A subcommittee shall serve
under the direction of the Committee and represent the faculty in salary
and related negotiations with the University administration. No two
members of this subcommittee shall be from the same organizational unit.
This subcommittee shall consist of the Faculty Senate chair, the chair of
the Committee on Salary, Benefits, Budget and Fiscal Planning and a third
member nominated by the Committee and approved by the Faculty Senate.
NEGOTIATION TEAM
Debra Huber was elected by the Salary, Benefits, Budget and Fiscal
Planning Committee to serve on the Salary Negotiation Team. The Faculty
Senate chair, Michelle Heward, and the Salary, Benefits, Budget and Fiscal
Planning Committee chair, Al Talbot are also members of the Salary
Negotiation Team.
CUPA
CUPA salary comparisons were discussed. Salary comparisons with
CUPA in 1996-97 resulted in WSU faculty salaries being 94.28% of national
faculty salary comparisons, 1997-98 WSU faculty salaries were at 91.88%,
1998-99 WSU faculty salaries were at 90.41%, 1999-00 WSU faculty salaries
were at 88.11%, 2000-01 WSU faculty salaries were at 88.69%, 2001-02 WSU
faculty salaries were at 89.52%, 2002-03 WSU faculty salaries were at
86.44%, 2003-04 WSU faculty salaries are at 85.93% of CUPA.

Diane Kawamura: Moved to forward to the Faculty Senate
the proposed changes to PPM 1-13, Article B 5, Section 4.8 as
stated above, Debra Huber as the third member of the Salary
Negotiation Team, and the CUPA salary comparisons.

Currently two standard questions are asked on department faculty evaluations: (1) How effective was the course, (2) How effective was the professor. Information from these two questions is on file at the Reserve Desk in the Library.
Suggestions made by Executive Committee members included: adding a fifth column for "Not applicable" as not all questions are applicable to all classes, ask faculty members who served on the ad hoc committee that developed the evaluation form to attend the Faculty Senate meeting to answer questions that may arise, will past evaluations be kept on file (how long)? Could a link be added to the online posting of the teacher evaluation that takes you to the course syllabus?
MOTION
Laura MacLeod: Moved to forward to the Faculty Senate
the student evaluation of faculty as stated above with the
addition of a fifth option in the answers of "Not
applicable."

Health Sciences new course proposals for Biocalculations for
Health Professions - Hthsci 1108, and Introduction to Pharmacology -
Hthsci 2240/ 3240
The Executive Committee discussed the 1108 course number for Biocalculations. Should students taking Biocalculations 1108 receive 5 hours of credit toward graduation when students who take Math 0950 do not receive credit hours toward graduation?

on Teacher Education. These will be forwarded to the Faculty Senate.

UNIVERSITY COMMITTEE CHAIR
PPM 8-16A - "The chair of the University Committee
shall be recommended from that committee's members by the Executive
Committee of the Faculty Senate. The Faculty Senate shall then approve
or reject the recommendation. If rejected, the Faculty Senate may either
select a different chair from among the University Committee's members
or have the Executive Committee make a new recommendation."
Michelle Heward will contact Frank Guliuzza and see if he is willing to serve as Chair of the University Ranking Tenure Evaluation Committee. If willing to serve, his name will be forwarded to the Faculty Senate for approval.
MOTION

contact the first name suggested by the Executive Committee to
serve as Chair of the University Tenure Evaluation Committee.
If unable to serve the second choice will be contacted.

Outcome: The motion passed unanimously.
SELF STUDY
A luncheon meeting to discuss the Self Study will be scheduled
for the second week in December. Executive Committee members will email
their schedules to the Senate Office.
E-LETTER
University Relations is working with Becky Johns in terms of
who will receive the information and how.
