The Student Senate presented to the ASSA Committee the following resolution:

The committee (Student Senate Committee) recommends that faculty be strongly encouraged to use an electronic grade book once WebCT is operative.

The ASSA Committee discussed the resolution and voted upon it. The resolution was passed unanimously.

MATH 
Mathematics - New course proposals for Foundations of Algebra, Number Theory, and Logic - MATH 2110, Foundations of Probability and Statistics - MATH 2410, and Methods and Technology for Teaching Secondary Mathematics - Mathed 6010.

Math 2110 and Math 24 10 will be offered mostly for in-service teachers who wish to earn high levels of mathematics endorsement. They serve as a transition to high level mathematics courses. Mathed 6010 is taught together with Mathed 3010, with an additional research component justifying the graduate level credit. The course is useful for in-service teachers to keep up with the fast changing technology in mathematics education.

Chemistry - Program changes for the Chemistry Technician A.A. S. Degree and Certificate Program. These changes allow students more flexibility and options. The core chemistry classes remain unchanged, and the number of elective hours remains the same.

New course proposals from Performing Arts for Dance for the Camera - DANCE 2610/4610 and Dance for the Camera Seminar - DANCE 4620. The prerequisite for Dance 4610 is Dance 2610. The prerequisite for Dance 4620 is Dance 2610. These prerequisites will be added to the course proposals.

The CEET Department was encouraged to talk with the Philosophy Department concerning the Engineering Ethics - CEET 3000 course.

PPM 3-02 EMPLOYEE DEFINITIONS

PPM 3-02, I, B

1. Faculty - a salaried employee holding academic rank or title as defined in PPM 8-1 or 8-2 whose primary function is that of instruction. Positions designated as Faculty must qualify for exemption from the overtime provisions of the Fair Labor Standards Act.

C. Non-Salaried Employee - an employee paid for hours worked or by project who does not qualify for benefits defined in PPM 3-45 except as noted.

1. Adjunct Faculty - an individual having professional or specialized training, employed on a temporary or part-time basis, to provide instruction or instructional related services for one or more credit bearing courses. An adjunct faculty must be appointed by an academic dean for a specific period of time and may be given a title containing an academic rank provided the additional title of "adjunct" precedes the designation of rank. Such appointment has no significance for the achieving or holding of tenure. Adjunct faculty qualify for some I.D. card privileges as defined in the contract at the time of appointment. (A list of potential privileges can be found in PPM 3-42 II A and 3-45 III C.)

2. Clinical Faculty - an individual whose continuing professional activities do not relate primarily to University affairs but who makes a substantial regular contribution to the academic activities of the institution. This individual may or may not receive financial compensation. A clinical faculty must be appointed by an academic dean for a specific period of time and may be given a title containing an academic rank provided the additional title of "clinical" precedes the designation of rank. Such appointment has no significance for the achieving or holding of tenure. Examples of clinical faculty include student teacher supervisors, cooperative teachers, etc. Clinical faculty qualify for some I.D. card privileges as defined in the contract at the time of appointment. (A list of potential privileges can be found in PPM 3-42 II A and 3-45 III C.)

3. Concurrent Faculty - Faculty in high schools or applied technology colleges which have been approved by the respective departments at WSU to teach concurrent enrollment courses. Generally these are courses taught at the faculty member’s home institution. These faculty are not employees of Weber State University and are generally not compensated by Weber State University. Concurrent faculty do not usually receive I.D. card privileges, but could if defined in the contract at the time of appointment. (A list of potential privileges can be found in PPM 3-42 II A and 3-45 III C.)

4. Research Faculty - Persons working on campus in a position whose primary support comes from an external agency or institution. Typically these faculty are engaged in scholarship associated with a particular department or organization on campus. Research faculty must be appointed by a academic dean for a specific period of time and may be given a title containing an academic rank provided the additional title of "research" precedes the designation of rank. Such appointment has no significance for the achieving or holding of tenure. Research faculty qualify for some I.D. card privileges as defined in the contract at the time of appointment. (A list of potential I.D. card privileges can be found in PPM 3-45 III C.)

5. Affiliate Faculty - This is a special category awarded by the President upon recommendation of the appropriate department chair and dean. The title would apply to a person whose employment is with an organization that is associated with the university by contract or to a person who is a practicing professional or independent scholar associated with the university for specific research purposes. Affiliate faculty may be given a title containing an academic rank provided the additional title of "affiliate" precedes the designation of rank. Such appointment has no significance for the achieving or holding of tenure. Affiliate faculty qualify for some I.D. card privileges as defined in the contract at the time of appointment. (A list of potential I.D. card privileges can be found in PPM 3-45 III C.)

3 6. Hourly Student - an hourly employee who is not in the work study program and who qualifies for exemption from FICA under IRS regulations.

4 7. Work Study Student - an hourly employee who is in the work study program and who qualifies for exemption from FICA under IRS regulations.

5 8. Hourly Non-Student - an hourly employee who does not qualify for exemption from FICA under IRS regulations.

Any person in a salaried, hourly, adjunct, or clinical or other position defined in PPM 3-2 or 3-2a.

II. POLICY

A. Credit and Non-Credit Tuition and Fee Policy

1. Full-time salaried employees of the University and their spouses may enroll for a maximum of six credit hours per semester or the twelve week Summer Term in credit programs without payment of regular tuition or student fees. If the above enrolls for more than six credit hours in any given semester or the twelve week Summer Term he/she must pay as tuition 50% of the difference between the normal tuition for their total hours and the normal tuition for six credit hours. Student fees are waived.

Differential tuition fees for graduate courses are not waived. Employees and their spouses may participate in this program provided that enrollment in such courses does not interfere with work schedules.

2. If defined in the contract at the time of appointment, non-salaried faculty (as defined in PPM 3-02). Clinical or adjunct faculty may enroll for a maximum of six credit hours per semester or the twelve week Summer Term in credit programs without payment of tuition or student fees. The benefit is only available to contractually approved non-salaried clinical and adjunct faculty during the semester or Summer Term that they teach are associated with Weber State University. Exceptions to this requirement must be approved by the appropriate vice-president.

PPM 3-45 FRINGE BENEFITS

III, C. Faculty and staff with less than half-time salaried appointments to include adjunct, clinical and auxiliary faculty and cooperating teachers other faculty as defined in PPM 3-02 (not to include hourly employees).

PPM 5-25d RESTRICTED PURCHASES AND SPECIAL PROCUREMENT

I. PURPOSE

To set forth University policies including prohibitions, special approvals, limitations and restrictions governing the procurement of supplies and services.

D. Acquisitions Subject to Special Limitations or Procedures

1. Narcotics and Controlled Substances

Requisitions for narcotic and controlled substances must be approved by the Radiation and Controlled Substances Compliance and Safety Officer Committee. Each order must be accompanied by a properly completed Drug Enforcement Administration order form (DEA form 222 C).

4. Radioactive Materials and Radiation-Generating Equipment

Requisitions for purchases of radioactive materials require prior approval of the Radiation and Controlled Substances Compliance and Safety Officer as per procedures outlined in the WSU Radiation Safety Manual.

PPM 8-2 NON-TENURE TRACK POSITIONS: LECTURER AND VISITING FACULTY PROFESSOR

POLICY

The title of lecturer, visiting instructor or visiting professor may be bestowed upon persons employed to teach and/or to conduct research and/or to render any other professional service for a term of one or more quarters semesters. Lecturers and visiting professors are employed without tenure and at whatever salary may be agreed upon by negotiation between the appointee and the appropriate University officials. A visiting professor may be given a title containing an academic rank (assistant, associate, full) provided the additional title of "visiting" precedes the designation of rank. Such establishment of rank has no significance for the achieving or holding of rank if the person should apply for a tenure track position. At the discretion of the department and the college Ranking Tenure Evaluation Committee, up to two years in full-time, non-tenure track positions at Weber State University may be applied toward the probationary period for increment in rank should the person shift from a non-tenure track appointment to a tenure track appointment.

PPM 8-3 ACADEMIC RANK HELD BY ADMINISTRATIVE OFFICERS AND NON-TEACHING PERSONNEL

POLICY

Administrators shall be eligible for academic rank, with all the rights and privileges . . .

Individuals holding rank in an academic department while serving in non-academic areas shall be permitted to retain their rank provided they meet a three-quarter-hours-per-year two-semester-hours-per-year teaching requirement and share in responsibilities defined by the academic department. The teaching requirement may be waived on an annual basis by the approval of the academic department.

LEARNING MGT SOFTWARE 
Dave Eisler reporting - Vista Implementation Projects

Connected Learning at Weber State - CL@WS. This is a piece of software that is available to all faculty. It does not make sense for faculty to go to multiple points of support. With this software everyone will go to the same place for support. Current Vista software is 1.2. This software will upgrade to 2.0 in June.

Time Table to Transition from USU Online to Vista

  • The Hardware will be purchased in the next few weeks and will be setup in such a way that allows for two environments, (1) a production environment and (2) a test environment.

FULL PROFESSOR 
The Provost’s Office funded a salary increase of $4,600 to those advanced to Full Professors, and an increase of $2,000 for those advanced to Associate Professor.
