3.  SENATE AND COMMITTEE MEMBERSHIP CHANGES

The following changes were presented to the Faculty Senate: Kathy Payne to replace Jill Newby as the Faculty Senate Representative from the Library and as a member of the Appointment, Promotion, Academic Freedom and Tenure Committee; Shane Schvaneveldt to replace Lon Addams as a member of the Curriculum and General Education Committee for this semester; Drex Brooks to replace Shi-hwa Wang for this semester as a member on the Salary, Benefits, Budget and Fiscal Planning Committee.

4.  AD HOC COMMITTEE TO DEVELOP A BACHELOR OF APPLIED TECHNOLOGY PROGRAM

The Board of Regents and the Legislature have made local applied technology centers technology colleges. The Ogden-Weber Applied Technology Center and the Davis Applied Technology Center are now known as part of The Utah College of Applied Technology (UCAT).

The Executive Committee is proposing an ad hoc committee to discuss the development of a bachelor of applied technology program so that when graduates from UCAT come to Weber State we have in place a program that they can enter as juniors.

Committee- In Spring 2001 applied technology centers throughout the state were moved to technology college status, creating the Utah College of Applied Technology. Once accredited UCAT will receive authorization to offer an Associate of Applied Technology degree. The intent within the state is that four-year colleges and universities will provide a mechanism for students graduating with the AAT to earn a bachelor's degree.

Charges: 

  1.  Create a proposal for a framework at Weber State University whereby AAT graduates of UCAT come to Weber for a baccalaureate degree.

  2. Develop a proposal for a Bachelor of Applied Technology Degree.

Honors - Course deletions for The Hero in a Thousand Places - Hnrs DV 3120, Human, Machine, and Natural Computation - Hnrs 3130, Senior Thesis/Project Research - Hnrs 4800; and the program change for Honors.

The Hero in a Thousand Places was offered two different semesters but was dropped because of lack of enrollment. Questions were raised about deleting the Senior Thesis/Project Research - Hnrs 4800. Dr. Mondi felt that students were receiving three hours of credit for coming up with a research topic, but not actually doing much work on the project. In many cases students are being awarded three hours of credit for very little work actually done. They propose replacing the 4800 course with a Directed Readings option during the fall semester to explore areas of interest in preparation for the writing of the thesis the following semester. Honors Senior Thesis/Project - Hnrs 4990 is still in place for students to receive credit for the research projects.

6.  CONSTITUTIONAL, REVIEW, APPORTIONMENT, AND ORGANIZATION – Jeff Eaton, Chair

The Constitutional, Review, Apportionment, and Organizations committee reviewed the Faculty Senate Constitution and By-Laws looking at the organization of the articles under the Constitution and under the By-Laws (example: C-1 will refer to Article I in the Constitution, B-1 will refer to Article I in the By-Laws), terms of office were reviewed with the proposal that terms of office end the last day of Spring semester, specific dates were taken out of the Constitution, added into the Constitution was that the secretary of the Faculty Senate post the minutes on the homepage of the Faculty Senate, and the election/selection of the Chair of the Faculty Board of Review was revised.

The Faculty Senate Constitution was read with the proposed revisions. The document is located on the web at: http://weber.edu/facultysenate/FSCmt01_02/28JanConstitution.htm

The Faculty Senate Constitution states:

ARTICLE III. AMENDMENTS

Amendments shall be proposed to the general faculty by a majority of the total voting membership of the Faculty Senate. The Senate shall not take its final action on an amendment during the first meeting at which it is introduced. This Constitution of the Weber State University Faculty Senate may be amended only by an affirmative vote of three-fifths of the general faculty as determined by mail ballot, conducted by the secretary of the Senate and by three tellers appointed by the chair of the Senate. A ballot shall be valid only if returned in two envelopes provided by the secretary, with the outer envelope signed, and if received by the secretary of the Faculty Senate within 15 (fifteen) days after the date on which ballots were mailed to the general faculty. A faculty member who wishes to abstain from voting shall submit a blank ballot in envelopes sealed and signed in the prescribed manner. At the end of ten (10) days, the secretary shall send a second ballot, plainly marked, to all members of the faculty who have not yet submitted ballots. At the end of the 15- (fifteen-) day period, the ballots shall be counted and the results announced.

In the March Faculty Senate meeting the revisions will be presented again with a motion to recommend the changes to the faculty. A general election will then be held by ballot, according to the above procedure in Article III, in which three-fifths of the faculty (3/5 of the faculty that vote) will need to approve the changes before they become effective.

6.  PRESIDENT THOMPSON

President Thompson was asked to comment on the University’s position regarding guns in the classroom. The presidents of the state institutions meet with members of the legislature. The law to allow guns on college campuses only deals with those who have a concealed weapon’s permit. Therefore, Weber State’s policy that states guns are not allowed on campus would remain in place as it relates to all other guns.

7.  ELECTIONS

Elections for the Executive Committee will be held on Tuesday, March 5 from 2:30 to 4:30 p.m. in the Smith Auditorium of the Wattis Business Building.
