3.   MEMORIAL TRIBUTE TO NEILA SESHACHARI - Presented by Robert Hogge

"Neila Seshachari–after more than forty years as a university professor both in India and at Weber State University–passed away suddenly and unexpectedly on Sunday, 10 March 2002. She was 67." She died of a ruptured aortic valve.

"Professor Neila C. Seshachari: scholar (an internationally acclaimed literary critic on the life and works of F. Scott Fitzgerald – ‘a poised and enlivened intellect’); teacher (Cortez Honors Professor: ‘You must learn these things now.’ ‘You should read this. I want you to look this up. This is where you’re at. Keep digging. Go deeper.’) woman (‘That wonderful Indian woman with the long hair’) role model (‘This is the way women can move in the academic world!’); leader in cultural arts (Chair of the Literary Arts Panel on the Utah Arts Council – ‘She was a magnificent literary light in the community.’) singer (‘Fly, Robin, Fly!’); Hindu priest (‘Religious tolerance is not enough; we must have mutual respect.’); warm human being (‘There was a peaceful spirit that flowed through her.’); writer (‘Her writing reminds me of a famous definition of poetry – the best words in the best possible order.’)."

 

4.  FACULTY GOVERNANCE AWARD – Presented by Richard Alston

In October of 1998 the Weber State Chapter of the Utah Association of Academic Professionals (UAAP) donated funds returned to them when the UAAP disbanded. These funds were set up in an endowment from which the interest income would fund an annual UAAP faculty award and stipend for service to faculty governance. The selection will be made through a process of nominations coming to the Faculty Senate Executive Committee or from the Executive Committee itself, based upon their own criteria, established to recognize faculty who have led efforts to improve faculty governance at Weber State. Special consideration should be given to chairs and members of committees such as Appointment, Promotion, Academic Freedom and Tenure, Constitutional Review and Organization, Curriculum and General Education, and Salary, Benefits, Budget and Fiscal Planning, but should not be restricted to them.

The original check was issued in the amount of $17,628.65; current balance on the account is $18,880.00; last year’s balance was $19,643.00. The fluctuation in the balance occurs because of changing interest rates. Dr. Alston expressed hope that this endowment would attract additional funding from donors who might wish to recognize the efforts of merit in faculty governance at Weber State. He encouraged faculty and administrators who were donating to the capital campaign to identify some of their donation for the UAAP Faculty Governance Award.

Jim Wilson was selected to receive this year’s Faculty Governance Award. This is the fourth year the award has been present; Bob Higginson was the first recipient, Candadai Seshachari the second, Judith Mitchell the third and now Jim Wilson. Jim has served on the Curriculum and General Education Committee for five years, chairing the committee for the past four years. Along with a plaque he was presented a check for $800 less taxes.

5.  ELECTION OF FACULTY SENATE CHAIR AND VICE CHAIR – Gene Sessions

Faculty Senate Chair Election - Tony Allred, Dawn Gatherum, Michelle Heward, Diane Kawamura, Marie Kotter, Molly Smith and Dan Schroeder removed their names from the Faculty Senate Chair ballot. Senate members for the 2002-2003 academic year cast their ballots for the Faculty Senate Chair position. The remaining names on the ballot were Gary Dohrer and Bill Clapp. Gary Dohrer was elected to serve as Faculty Senate Chair for 2002-2003.

Faculty Senate Vice Chair Election - Tony Allred, Dawn Gatherum, Michelle Heward, Diane Kawamura, Marie Kotter, Molly Smith and Dan Schroeder removed their names from the Faculty Senate Vice Chair ballot. Bill Clapp’s name remained. In order to have Bill Clapp serve as Vice Chair there needed to be a vote of acclamation. Faculty Senate members voted in the affirmative.

6.  APPOINTMENT, PROMOTION, ACADEMIC FREEDOM & TENURE COMMITTEE – John Sohl, Chair

The Jerry and Vickie Moyes College of Education Tenure Document was presented to the Faculty Senate. The document can be viewed on the web at: http://weber.edu/facultysenate/EdTenureDoc.htm

The changes bring the document in line with the evolution of the PPM, changes from quarters to semesters, changing the word " instruction" to "teaching," correcting PPM numbers, broadening the definition of "Scholarship," adding a Channel D on page two which allows a "Satisfactory" in "Service" counter balanced by an "Excellent" in "Scholarship," adding the "Professional" Ethics category, and adding gender mutual language.

8.  CONSTITUTIONAL REVIEW, APPORTIONMENT, AND ORGANIZATION COMMITTEE – Jeff Eaton, Chair

Second reading of the proposed changes to the Faculty Senate Constitution and Bylaws. A complete copy of the proposed changes can be viewed on the web at: http://weber.edu/facultysenate/FSCmt01_02/11FebConstitution.htm

Summary of changes - Reinstate missing punctuation marks, articles under the Constitution be indicated by the letter "C," articles under the Bylaws be indicated by the letter "B,"specific dates and months taken out and referred to as weeks during the semester (i.e., second week of spring semester), the Executive Committee shall recommend to the Faculty Senate the chair for the Faculty Board of Review Committee and require Faculty Senate approval of that appointment via motion, terms of office for current members shall end the last day of spring semester, and commence for new appointees the last day of spring semester.

The proposed changes, if approved by a Faculty Senate majority, will go to the general faculty for a two-thirds vote to approve.

9.  OTHER ITEMS

Ron Holt proposed a Faculty Senate Resolution authorizing enforcement of vehicular traffic regulations.

"Whereas numerous incidents involving vehicles operating on WSU sidewalks have come to the attention of the Senate Executive Committee,

Whereas current regulations concerning vehicles on sidewalks appear not to be enforced by University Police,

Whereas current policies concerning driving on campus appear to be ignored by employees and others, and

Whereas, students and faculty should not be endangered or impeded while walking between classes,

Be it resolved that it is the will of the WSU Faculty Senate that the Administration direct the campus police to enforce current regulations, that employees who regularly drive on campus be cautioned concerning pedestrian safety and that current policies concerning vehicles on campus be re-evaluated by the appropriate campus entities."

Motion: Moved to approve the above resolution on vehicular traffic on the sidewalks.
