        The APAFT Committee was instructed by Provost Vaughan to consider the College of Arts and Humanities request to use Canvas (or some other electronic platform) as a means to compile faculty promotion and tenure portfolios.

        Chris Eisenbarth made a recommendation that the College of Arts and Humanities should meet with IT (RC Callahan) to discuss concerns about the security issues and access privileges of the Canvas platform. After this meeting the College should hold meetings to discuss with departmental faculty their findings from IT about the risks involved using Canvas for automating Tenure/Promotion documents. The motion was seconded by Mike Cocos, and then passed unanimously.

                Voting item regarding committee charge:
                1. Review and revise the statement contained in PPM 8-11, III, C - Tenure Process: Faculty members who have been granted extensions of the probationary period beyond the normal six years shall annually be subject to formal review. The statement asserts that faculty granted extensions are still required to put their file together and undergo the review. The policy effectively states that the faculty member will be reviewed every year until they receive tenure.

            Chris Eisenbarth made a motion to change the wording as follows: “Faculty members who have been granted extensions of the probationary period beyond the normal six years shall be subject to formal review the subsequent year.” The motion was moved by Joe Wolfe and seconded by Sandra Fital-Akelbek. The motion passed unanimously.

Discussion
Will faculty still have the option of using the binder on Tenure and Promotion documents?
APAFT committee will be exploring other electronic platforms that could be used to house promotion and tenure documents.
A survey will be created and sent out at a future date to get feedback from faculty.

Discussion
Current PPM has no specification on the duration of the extension.
Clarify the length of the probationary period?
The assumption is a probationary period is a one year extension.
How much time is typically given for an extension?

Motion: Those in favor of the amended sentence listed above to PPM 8-11, III, C.
Outcome: Unanimous.

7. SBBFP COMMITTE - STATUS ON SALARY POLL, CHARGE 6 - Colleen Packer
Charge 6 - Explore compensation model for promotions.

Option 1: 4 year implementation plan
($500 per year for associate professor, up to $5000)
($1000 per year for full professor, up to $10,000)

Option 2: 2 year implementation plan
($1000 per year for associate professor, up to $5000)
($2000 per year for full professor, up to $10,000)

Option 3: 1 year implementation plan (to be implemented this year)
($2,000 increase for associate professor in 2012-13 to reach $5000)
($4,000 increase for full professor in 2012-2013 to reach $10,000)

Administration is able and willing to support this recommendation.
Out of a total of 130 votes, 2 votes for Option 1, 0 for Option 2, 118 were for Option 3, 10 Abstentions.

DISCUSSION
How will this change affect changes on those faculty promoted last year.
This will not be retroactive.
Deans are encouraged to make equity adjustments as soon as possible.
Based on funding from the legislature.

Motion The SBBFP committee made the motion to recommend this Promotion Based Salary Increase based on Option 3, Associate professor to reach $5000, and Full Professor to reach $10,000 to Administration.
Outcome Unanimous with one nay vote and one abstention.

8. Executive Committee Vacancy
Tom Mathews accepted the nomination to the Executive committee as a representative from the College of Arts & Humanities for Spring 2013.

ARTICLE B-IV. ELECTION OF OFFICERS OF THE EXECUTIVE COMMITTEE
Section 1. Election of Chair-Elect and Vice Chair-Elect
Each year at an organizational meeting in March, those senators-elect and those senators whose term of office shall continue beyond that academic year shall elect for a one-year term a chair-elect and a vice chair-elect. The term of office of the chair-elect, vice chair-elect and the Executive Committee-elect shall commence following the last day of spring semester and terminate after the last day of the following spring semester.
Section 2. Vacancies
In the event that a vacancy should occur in the Executive Committee, it shall be filled at the next subsequent regular Senate meeting by an election in which the Executive Committee shall act as a nominating committee. The person elected and the person vacating the position shall be from the same organizational unit. Should a vacancy occur in the vice chair, the Senate shall fill the vacancy at its next regular meeting.
Section 3. Composition of the Executive Committee
3.1 The general faculty shall annually elect an Executive Committee of nine (9) members from the elected members of the Faculty Senate. The chair, vice chair and secretary of the Faculty Senate shall serve as chair, vice chair and secretary of the Executive Committee.
3.2 The president and the provost shall serve as the administrative members of the Executive Committee of the Faculty Senate without the right to vote.

Motion A motion was made to approve Tom Mathews as an Executive Committee member from the College of Arts and Humanities for Spring 2013.
Outcome: Unanimous

9. Elect Faculty Senate Vice Chair for Spring 2013
A vote was held during Senate meeting to elect Vice Chair of the Faculty Senate. John Armstrong will serve as the Faculty Senate Vice Chair for Spring 2013. JoEllen Jonsson and Brian Rague counted the votes.

10. Environmental Issues Committee Chair Replacement, Ed Hahn, Liaison
Hal Crimmel will be the new Chair of EIC for Spring 2013.

Motion Motion to approve Hal Crimmel as the Chair of EIC for Spring 2013.
Outcome Motion Carries.

DISCUSSION
Foreign language courses are not an option within this degree.
Objection that Foreign Language option has been removed.
Language immersion programs are available in other area of college programs.
A single immersion class would not qualify the student to teach a foreign language.
Goal of degree is to give students the option of getting as Associates degree to help student to be marketable in a teaching position and then to later return to get a bachelor’s degree in education.

Motion: Motion to approve the New Program, Associate of Science in Pre-Education.
Outcome: Motion carried.

12. The Affordable Care Act (ACA) - Mike Vaughan
Information on the Affordable Care Act
In 2014, Adjunct professors will be eligible for Health Benefits if they meet the specific criteria. Eligibility will be based what they taught the prior year.

Discussion
What about Adjunct faculty that teach in other departments?
Teaching hours would be combined.
This will influence the way adjuncts are used.
Goal is to not unknowingly make an adjunct employee eligible for benefits.
Eventually it may become necessary to hire adjunct as a full time employee.
Only keep track of hours taught within the college.
Departments and Payroll with have to watch carefully what adjuncts are paid.
