1. ROLL CALL

2. APPROVAL OF MINUTES

Motion: Moved to approve the minutes for the October 21, 1999 meeting.
Made: Judith Mitchell
Second: Sally Shigley
Outcome: The minutes were approved.

2. CAMPUS SAFETY ISSUES B Dee Hansen, WSUSA President

The Student Senate is concerned about safety on our campus. Dee Hansen met with the Student Body Presidents from the state universities and colleges during the summer. They discussed the issue of campus safety, in particular, guns on campuses and concealed weapons.

The Chief Justice developed a survey which was revised by the Student Senate to include two questions: (1) Do you support legislation abandoning concealed weapons on campus? and (2) Is this an issue on our campus? The survey was dispersed through the Internet and the Signpost. Approximately 200 responded to the survey. The majority of respondents (65%) indicated that they would not support legislation to ban concealed weapons on campus.

The Legislature is reluctant to put the gun legislation issue on the agenda for the upcoming session. Students across the state are trying to collect 70,000 signatures in order to put the issue on the ballot.

Concern was expressed that, under the above revisions, students in secondary education are only given 6 hours during their junior and senior years to specialize in a specific area. Representatives from the Teacher Education Department responded that the program changes are in response to national accreditation issues. The relevancy of some of the technology courses was briefly discussed.

Amended Motion: Moved to send back to the Curriculum and General Education Committee all the diversity course proposals, have the criteria rework, and reconsider the proposals under the new criteria.

Point of Order - Randy Scott, Parliamentarian, ruled the above amended motion out of order.

The main motion was withdrawn to accept the diversity course proposal from Child and Family Studies for Diverse Families - CHFAM 3350.

Richard Beatch discussed the diversity course requirement passed by the Faculty Senate. He felt the criteria developed by the Curriculum and General Education Committee would not deliver the diversity intent of the Student Senate. He felt that the Faculty Senate needed to reconsider and redevelop the diversity course criteria.

The Faculty Senate discussed at length the process that took place last year with faculty and students developing the criteria, the intent of the Student Senate proposal, redoing and tightening the diversity course criteria, adding hours to the graduation requirement, the amount of time spent at the department level, the college level and by the Curriculum and General Education Committee interpreting the criteria, setting a standard to evaluate and judge diversity course proposals, and whether or not the diversity course curriculum will be any different from the current curriculum. Several faculty members expressed their concerns that some of the diversity course proposals did not meet the spirit of the diversity course requirement, but could be justified by the criteria. It has been a year and a half since the Student Senators presented the idea of the diversity course requirement to the Faculty Senate. If the proposals are sent back and the criteria redeveloped, it will take another year. President Thompson expressed his reservations about sending the proposed diversity proposals back and spending another year working on the criteria.

Some members of the Senate were concerned about a long list of diversity courses while others felt that a long list of diversity course indicated that faculty are concerned about incorporating diversity pieces in their courses. Many courses are currently being taught that have not been recognized as diversity courses but will now be recognized as such. Many course proposals have been updated to include more diversity pieces in their syllabus. Faculty and departments have carefully examined their courses and have made some changes which will highlight more diverse pieces in their curriculum.

Jim Wilson reminded the Faculty Senate that they sit in judgment of the proposed courses. If a Senate member feels that a particular course does not meet the spirit of the diversity course requirement, they should not approve that course.
