3. CONSTITUTIONAL REVIEW, APPORTIONMENT AND ORGANIZATION B Jeff Eaton Chair, reporting on fractional representation issues and faculty apportionment for 2000-2001. In the past fractional representation has been based on what is referred to as AHamilton=s Method.@ This method (as applied to our situation) would be defined as follows:

1. The number of faculty in a college (CF) represents a percentage of the total number of eligible faculty (TF), or CF )TF. This result is then multiplied by the number of seats to be apportioned (S) and yields a fractional number (X).

X = S(CF ) TF)

In our case this translates to X = ( # faculty in each college ) total # of faculty) multiplied by 39 (the fixed number of faculty seats).

2. Round each colleges' fraction X down to a whole number and award at least that many seats with each college having at least one seat.

3. If there are seats left over, and there will be unless all X=s are equal to whole numbers, then allocate those seats one at a time to the colleges ordered by the size of the fractional part above a whole number, beginning with the college with the largest fractional part.

The numbers in bold in the fifth and sixth columns indicate how the inequalities of the Hamilton=s Method tend to even out over time. In the 1998-1999 assessment of faculty apportionment, the College of Applied Science and Technology was awarded an additional seat with a fraction of 4.5392 and the College of Arts and Humanities was denied an additional seat with a fraction of 8.5226. This year, A&H gained 2 faculty members (a 2% increase) while the number of faculty in AS&T remained the same. This changed the fractions such that this year A&H (8.6872) is awarded an additional seat and AS&T (4.5284) loses its additional seat. As such, small changes in the number of faculty will constantly move the ranking of colleges (in terms of their fractional representation) so that over time different colleges are awarded an additional seat.

6. STUDENTS WITH DISABILITIES

Jeff Morris requested support from the Faculty Senate and suggested that all faculty include the following statement on their course syllabus:

 "Any student requiring accommodations or services due to a disability must contact Services for Students with Disabilities (SSD) in room 181 of the Student Service Center. SSD can also arrange to provide course materials (including this syllabus) in alternative formats if necessary.@

Since students have been known to misread or overlook material on a syllabus, it is a good idea for instructors to make the same announcement during the initial class session. The instructor might also suggest that any students who have already arranged for accommodations should make an appointment to discuss these arrangements.

The reason for the statement in the syllabus is to give students notice that if they are in need of an accommodation, it is their obligation to register with the Services for Students with Disabilities and that faculty do not have to give an accommodation after the fact.

Several members of the Faculty Senate were concerned that a legal statement had been published in a booklet that was being distributed to students, and that this statement was forming a legal interface between student rights and responsibilities and faculty responsibilities. The Faculty Senate discussed the need for a PPM policy. This information will be sent to the Admissions, Standards, and Student Affairs Committee for a PPM proposal. The committee will then bring the proposed PPM policy to the Faculty Senate for approval.

7. REPORT ON UTAH COUNCIL OF FACULTY LEADERS B Judith Mitchell

Faculty Senate leaders from the state institutions met to discuss faculty salaries. Public education has been quite successful with their rallies on the steps of the capitol when the legislature is in session. There was some discussion of whether or not this approach would work for higher education. February 16, 2000 has been set aside for support groups to meet on the steps of the capitol. The Executive Committee suggested that we not organize as a university. They felt faculty should not dismiss classes to attend this event. If individuals would like to support the action planned for February 16, they can do so as individuals.

8. GENERAL EDUCATION ASSESSMENT B Judith Mitchell

Much was learned about the mechanics of running the portfolio project last year. A diverse set of faculty on the coding teams reached a consensus regarding the criteria for judging student numerical and writing skill, and they were able to reliably code student artifacts for such skills. An expanded project is planned for this year. The teams have been expanded, the sampling procedure has been increased, and the window of time during which faculty will be asked to forward selected students= artifacts have been increased.
