3. SALARY, BENEFITS, BUDGET AND FISCAL PLANNING

EARLY RETIREMENT POLICY - Jerald Storey presented information on changing the current Early Retirement Policy for faculty. Seven or eight years ago the early retirement policy at Weber State was changed. Those retiring were given 20% per year up to age 68. The federal law has now been changed for tenured faculty. The purpose for the change is to give faculty an incentive to retire. In the past we could not pay people after age 65. This law will allow the university to extend pay out to age 70. There are currently 10 faculty members who are between the ages of 65-67. Salary figures were used to determine current salaries plus benefits minus the predicted replacement salary. Replacement salaries were generally predicted at a salary near the mid-point of existing WSU salaries of newer assistant professors within the discipline. The predicted average savings to the University would be around $11,000 per employee. The worst case scenario would save approximately $4,000 per employee. The University would also save money on those who do not take early retirement.

MEDIGAP - The Salary, Benefits, Budget and Fiscal Planning Committee again expressed its support of a medigap insurance plan for faculty. This issue came before the Faculty Senate March 12, 1998: It is recommended that a group medigap insurance plan for WSU retirees be authorized and put in place by July 1, 1998. It is recommended that the administration in collaboration with the Salary, Benefits, Budget and Fiscal Planning Committee study the cost of a medigap plan and make an initial report to the faculty Senate during the April or May, 1998, Senate meeting.

President Thompson presented information on what the administration has done to date regarding the medigap issue. Because of the uncertainty of enrollment, the administration is not willing to implement a medigap plan as an additional benefit at this time. They are willing to keep talking about it. The legislators are predicting a 2.5% allocation for compensation.

Motion: Moved that the Salary Committee do a comprehensive examination of various benefit options, and the desirability of a medigap option or salary enhancements, and make recommendations to the Faculty Senate.

SALARY MODEL STRUCTURE - The proposed model contains six elements: (1) Across the Board Percentage Increase, (2) Merit Pay, (3) Promotion Increases, (4) Minimum Salaries by Rank, (5) Market Inequity Adjustment, and (6) Rank Average Adjustment. The Salary Committee will come back to the Senate with percentage recommendations for each element. As the salary negotiation team continues to discuss salaries, they are requesting that an additional $200,000 be put into faculty salaries from sources other than the legislative allocation.

The salary model does not include instructor and instructor-specialist ranks. Salaries in these ranks are individualized to such an extent that the generalized model was not deemed to be useful for faculty members in these ranks. The market salary is calculated as .9428 X CUPA discipline salary, adjusted for years in rank. The years adjustment is calculated as follows:

Professors - Subtract 1% for each year less than 9 years in rank and add 1% for each year over 9 years.

Associate Professors - Subtract 1% for each year less than 5 years and add 1% for each year over 5 years, with 12 years as the maximum number of credited years in rank.

Assistant Professors - Subtract 1% for each year less than 3 years and add 1% for each year over 3 years, with 9 years as the maximum number of credited years in rank.

The rank average adjustment is the average (mean) of actual WSU salaries by rank, adjusted for years in rank in the same manner as stated above.

Motion: Moved to accept the proposed conceptual salary model presented by the Salary, Benefits, Budget and Fiscal Planning Committee with the understanding that each element will receive some percentage of salary dollars.

4. CURRICULUM AND GENERAL EDUCATION

Current practice of distributing curriculum information to the Faculty Senate is to include the front page and the signature page. The possibility of electronically making available the full curriculum packet to the Senate was discussed.

Motion: Moved to make available one copy of the complete packet in the Senate Office, and that the votes from the University Curriculum and General Education Committee be included on the copies of the curriculum proposals distributed to Faculty Senate members.

Honors Program - Proposal for a General Education course in the Creative Arts area for Perspectives in the Creative Arts, CA 1530. This course comes from the College of Arts and Humanities, but was developed for the Honors Program. The Senate felt that courses developed for the Honors Program should be made available for review and approval by the Department and College Curriculum Committee prior to coming to the Faculty Senate.
