MINUTES

Judith Mitchell:  Moved to accept the minutes of February 26, 1998.

Outcome: The minutes were approved.

PPM 4-19

PPM 4-19 states . . . A student=s overall GPA will be calculated based only on courses taken at Weber State University and will be the GPA that appears on the transcript for that student. This policy will go into affect beginning Fall 1998.

SALARY COMMITTEE

Salary, Benefits, Budget and Fiscal Planning Committee C Cordell Perkes, Chair. The salary recommendations for the academic year 1998-99 were reviewed with the Executive Committee. The recommendations address the following: Salary Distributions, Revised Equity Model, Salary Inequities of Full Professors, Beginning Salaries, Disciplines without Comparable CUPA Data, ALeakage@ of Salary Monies, Supplemental Pay, and Medigap Benefits.

MINORITY REPORT

Bob Belka, a member of the Salary, Benefits, Budget and Fiscal Planning Committee presented a minority report with recommendations to reject the current Faculty Equity Model, adopt the transitional equity model put into practice by the University of Eastern Washington, appoint an ad hoc committee composed of supporters of salary schedules with the task of investigating schedules in use by public employees of state and federal government as well as schedules in use by systems of higher education in individual institutions.

There are two options available to the Executive Committee: (1) Send the Salary Committee Recommendations as prepared by Cordell Perkes, (2) Send both reports, the Salary Committee Recommendations as prepared by Cordell Perkes and the Minority Report prepared by Bob Belka, at which point Dr. Seshachari, as Chair, would ask if the Faculty Senate is prepared to receive the Minority Report. If they say no, then we do not consider the minority report. It is not debatable. It does not, however, take away the right of Bob Belka to introduce a substitute motion.

MOTION

Jerald Storey:  Moved to send only the Majority Report of the Salary Committee prepared by Cordell Perkes to the members of the Faculty Senate for the March 12 meeting.

PPM REVISIONS - 3-16, 3-42, 3-50

Discussion of revisions to PPM=s 3-16, 3-42, and 3-50. The Executive Committee made recommendations: PPM 3-16 - Reexamine Summer semester as a twelve week teaching commitment. PPM 3-42 - Suggestion to remove undergraduate in A 6.

MOTION

Judith Mitchell:  Moved to send back to the Salary Committee PPM=s 3-16 and 3-42 for further discussion. PPM 3-50 will not come before the Faculty Senate until 3-16 and 3-42 have been reexamined by the Salary Committee. Second: Jerald Storey

Introduction to Software Development Tools 1021, Software Development Using Pascal and Delphi 1022, Selected Programming Language 1023, Introduction to UNIX and C 1130, Object Oriented Programming and Data Structures Using C++ 1220, Computer Architecture and Assembly Language 2650, Object Oriented Analysis and Design 2750, Object Oriented Programming Using C++ and Data Structures 3200, Internet Multimedia Services and Applications 3230, and the computer course from the College of Business, Introduction to Computing 2110 - Ron Peterson, Ken Walker, Rick Dove and Dolly Samson representing.

Discussion on scientific inquiry. Teaching computing is not just syntax. Scientific concepts plus fundamental concepts form a new system. The system is tested to see if the constructs have been met. Computer language is not the major factor in the course, and it is not just a skills course. Models and mathematical formulas are used to describe a system. Data input and program analysis of the model represent a law that describes that system.

NEW COURSES:  Directed Studies in Construction Management Technology 3830/4830, Individual Projects and Research in Construction Management Technology 3880/4880, Short Courses, etc. in Construction Management Technology 4920, Internship in Construction Management Technology 3890/4890 - Scott Amos and Rick Dove representing. Discussion of upper division course numbers and why the courses were proposed for bachelor of science credit when the Construction Management Technology Program is a 2-year degree.

The department wanted these courses available to students who are in the B.I.S. Program. The three logical legs for the B.I.S. degree are Design Graphics (2-year program), Business, and Construction Management (2-year program). Ron Peterson felt this was a valuable addition to the curriculum because you are getting graduates at the A.A.S. level and they have a need for courses at the higher level. He felt this is a valid mechanism for providing courses at a higher level.
