PPM 3-2 and 8-1 Changes - The aim of the changes proposed is to clarify rank and title and eliminate some inconsistencies in PPM 8.

A friendly amendment was made to item 4 on page 9:

The wording was changed as stated below:

4. For the College of Applied Science & Technology:

Attainment of the earned doctorate plus two years of experience or master’s degree as follows: for For Computer Science and Telecommunications/Business Education, attainment of the earned doctorate plus two years of experience or a master’s degree plus five years of experience and appropriate certification; for Automotive Technology, Construction Management Technology, the Engineering Technologyies, and Sales and Service Technology, a master’s degree plus five years of experience attainment of the earned doctorate plus two years of experience or a master’s degree plus five years of experience; for Design Graphics and Machine Tool Technologies, a master’s degree plus six years of experience. (All degrees and experience must be in approved fields/competencies and at appropriate levels, as outlined in the college promotion and tenure policy.)

A friendly amendment was made to item 2 on page 4 to read:

2. Individuals hired into the rank of assistant professor must be reviewed and approved by the department chair and the dean by the regular faculty and the chair of the academic department and approved by the dean.

Motion by the Appointment, Promotion, Academic Freedom and Tenure Committee to approve all proposed changes to PPM 3-2 and 8-1 as presented in the document.

6. ADMISSIONS, STANDARDS & STUDENT AFFAIRS – Louise Moulding, Chair

PPM 4.21a - Awarding of Transfer Credit and Credit by Examination or Petition

PPM 6.2 - Admissions, International Applicants

They are clarifying transfer status of students with AA/AS degrees from accredited universities outside the Utah System of Higher Education. In addition, the new language allows for the DANTES exam results to be considered for credit much like the CLEP tests. There are slight changes concerning the practice of awarding credit for foreign language to transfer students. This change is also supported by changes made to PPM 6.2.

4. International applicants must submit the application information required of new freshmen or transfer students (as applicable), and must submit evidence of:

a. English Proficiency: Provide evidence of English proficiency such as Test of English as a Foreign Language (TEFL) with minimum scores of 500 (written), 173 (computer based), or 61 (internet based) or the International English Language Testing System (BELTS) with minimum score of 4.8. English proficiency can also be completed by successful completion of the equivalent of Weber State’s English ENGL 1010 – Intro to College Writing course from an accredited U.S. college or university with a grade of 2.0 or better. International applicants who are admitted but unable to present evidence of English proficiency must take the LEAP Placement test first and complete the appropriate ESL courses according to their test results.

II. General Policy

Weber State University accepts transfer credit from regionally accredited colleges and universities, and awards credit for competencies gained outside the university as measured by way of standard examination such as the College Level Examination Program (CLEP) and the Advanced Placement program (AP), the International Baccalaureate (IB), Defense Activity for Non-Traditional Education Support (DANTES), by special examination administered by individual departments, and by petition. 

D.  If the sending institution is part of the USHE, credits will be evaluated according to the Utah State Board of Regents Policy on transfer credit(R471-Transfer of Credit, http:/www.utahsbr.edu/policy/r471.htm R470-7).

For the purpose of General Education, Brigham Young University, Brigham Young University (Idaho), LDS Business College, and Westminster College will be considered the same as USHE institutions.

E. For the purpose of General Education, institutions accredited by one of the six regional accreditation associations (recognized by the US Department of Education) will be considered the same as USHE institutions. Specifically, Associate of Art and Associate of Science degrees from regionally accredited institutions will fulfill Weber State University’s General Education requirements.

VI. The Foreign Language Department has a separate procedure to accept results from other approved foreign language testing agencies and to allow petitions to gain specific credit for some certain lower division courses by passing an upper-division course specific higher level courses with a grade of C or better.

Motion by the Admissions, Standards & Student Affairs Committee to approve the above revisions to PPM 6-2 and 4-21a as stated above.
Outcome: The motion passed unanimously.

The words "Post Baccalaureate" were stricken from the title. This is an online certificate program that addresses very specific issues in the health care system. The courses are online courses delivered through independent study. It is not a master’s program, and the courses are not graduate courses.

Motion by the Curriculum Committee to approve the curriculum proposals from Health Administrative Services as stated above.
Outcome: The motion passed with 1 abstention.

School of Nursing - Program changes for Master of Science in Nursing (MSN); Course proposal for Advanced Nursing Theory - MSN 6141; Course deletion for Nursing Leadership: Conceptual Basis of Professional Socialization - MSN 6140

Justification? Course description – What does it mean? "Nursing Leadership: Conceptual Basis of Professional Socialization (3) This course focuses on various nursing conceptual models of professional nursing, including patterns of knowing within the science of nursing that explain the evolution and impact of the affective domain upon the development of professional citizenship, collegiality, and establishment of collaborative relationships within nursing administration and nursing education." The course is about nursing theory and how they apply those theories to their treatment of patients. They discuss how knowledge is generated and then used to treat patients.

Motion by the Curriculum Committee to approve the curriculum proposals from Nursing as stated above.
Outcome: The motion passed unanimously.

8. OTHER ITEMS

  • The IT Department is looking for faculty representatives who teach online and communicate with students through email accounts. They want to discuss how faculty and students communicate through electronic media. Faculty interested in being part of the discussion should contact David Ferro.
  • Insurance Coverage - How many faculty have double insurance coverage through Weber State? Five members of the Senate out of 39 representatives have double coverage.
  • Pilot project to test Moodle - Two full-time faculty (Mitch Oki and David Ferro), and four adjunct faculty are working with Continuing Education testing Moodle. The feedback so far are fairly positive.
