2. APPROVAL OF THE MINUTES

Motion: Moved to approve the minutes from the February 21, 2008 meeting.

Outcome: The minutes were approved.

3. ELECTION OF FACULTY SENATE CHAIR AND VICE CHAIR

Gene Sessions conducted the election of the Faculty Senate Chair and Vice Chair for 2008-09.

Faculty Senate Chair - Laine Berghout, Shannon Butler, Colleen Garside, Wade Kotter, Peggy Saunders, Gene Sessions, and Bill Zundel removed their names from the ballot. The remaining names on the ballot were, Bruce Handley and Dave Ferro. Dave Ferro was elected as Chair of the Faculty Senate for 2008-09.

Faculty Senate Vice Chair - Colleen Garside, Peggy Saunders, Gene Sessions, and Bill Zundell removed their names from the ballot. The remaining names on the ballot were Laine Berghout, Shannon Butler, and Wade Kotter. Laine Berghout was elected as Vice Chair of the Faculty Senate for 2008-09.

Election tellers were Jim Wilson and Richard Greene.

4. 14-WEEK SEMESTER CALENDAR SURVEY – Eric Amsel, Chair

The 14-Week Semester Calendar survey has been distributed to faculty. It is due back by March 31.

5. ENVIRONMENTAL ISSUES AD HOC COMMITTEE – Hal Crimmel, Chair

John Hill presented a Carbon Emissions Reduction Initiative resolution from the Student Senate and the Environmental Initiatives Ad Hoc Committee.

This resolution lists and commends all the environmental actions that have taken place at Weber State by the Administration, the Alumni Association, Faculty, and Students.

A question was asked about line 44: “Planned energy efficiency projects that will be completed within the next two years, saving a calculated 2,585,572 KWH of electricity annually (3,875,358 pounds of carbon dioxide).”

Norm Tarbox responded to the question. Weber State is anxious to pursue what is called the ESCO Project. The ESCO Project would identify places on campus from the efficiency of our chilled water distribution to turning off lights and everything in between that can help us save energy. As we become more efficient we would capture the savings and reinvest that money to continue to make the campus more and more efficient. We are going through the process of getting the green light from the state agencies so that we can pursue an ESCO Project.

A question was asked about bicycles on campus, bike racks, and the policy regarding bicycles being ridden on sidewalks. The Environmental Issues Committee is discussing the use of bicycles on campus and the policy to keep the sidewalks safe for pedestrians. Norm Tarbox indicated that more bike racks will be added to the campus,

Motion by the Environmental Issues Ad Hoc committee to call for a vote of the Faculty Senate in support of the Carbon Emissions Reduction Initiative resolution.
Outcome: The motion passed unanimously.

6. SALARY, BENEFITS, BUDGET & FISCAL PLANNING COMMITTEE – Craig Oberg, Chair

The Legislature allocated 3% for raises. There is an addition 1% available for salaries. Cost of living is at 2.9%.

Salary Recommendation
3% across the board cost of living
1% for merit/compression/equity

Overload pay - No change this year

Insurance - We are staying with Educators Mutual and Altius. The co-pays and deductibles will stay the same.

Beginning July 1 2008 University employees who have their retirement through TIAACREF will have the added option of using Fidelity Investments for their retirement funds.

CUPA data for 2007-08 shows Weber State faculty salaries at 91.29% of CUPA. That is the highest we have been in the CUPA data since 1997-98.

Motion by the Salary, Benefits, Budget & Fiscal Planning Committee to approve the salary recommendation as stated above.
Outcome: The motion passed unanimously.


7. CURRICULUM COMMITTEE – Craig Bergeson, Chair

Curriculum Proposals

Math Department - Program proposal for Mathematics Teaching B.S. or B.A.

Motion by the Curriculum Committee to approve the above two curriculum proposals.
Outcome: The motion passed unanimously.
