3.    STUDENT SENATE RESOLUTION – Ryan Starks

Ryan Starks representing the Student Senate - "A resolution of the WSUSA Senate to the Faculty Senate and to Weber State University Administration to ensure and enforce the observance of academic dead week (the week prior to the official finals week) and to clarify the official Weber State University Policies and Procedures concerning said week. . . "

" . . . Therefore, let it be resolved Spring 2006 that all faculty and administration of Weber State University actively observe and practice the policy of ‘dead week’ (the week directly proceeding the official finals week) by not holding exams and/or assignments during that time."

PPM 6-22, III, B,2n, STUDENT CODE, states - "Expect the observation of Academic Study (Dead) Week and other official University programs;"

PPM 4-21, FINAL EXAMINATIONS, states -

A. Comprehensive final examinations are given only during the designated examination period of each term. These are scheduled by the University and not by the individual instructor.

B. Comprehensive final examinations will not be given during the week preceding the designated exam period for each term. Make-up examinations and/or non-comprehensive final exams previously scheduled on the syllabus may be given."

The students have two concerns, (1) Faculty observing the current policy , and (2) Whether or not changes need to be made to the current policy.

Motion: Encourage faculty to observe "dead week" as it is presently stated in PPM 4-21.

Outcome: 30 were in favor of the motion, 7 opposed, and 1 abstention.

Ryan Starks requested that the current policy be referred to a committee for review and recommendations.

English Department - Program change for the Professional and Technical Writing Minor, and new course proposals for Document Design - Eng 3190, and Content Management - Eng 4110.

Questions were raised about the Document Design - Eng 3190 course.

Computer Science, Design Graphics Engineering Technology, Health Administrative Services, and Telecommunications and Business Education - Program deletion for the Bachelor of Applied Technology Degree (BAT).

The Regents have requested that this degree be eliminated. No students have completed this degree.

Outcome: The motion passed unanimously.

5.    OTHER ITEMS

Professors Jerry Borup and Kent Van de Graaff will be given memorial tributes at the February Faculty Senate meeting. It was suggested that Caseel Burke’s family also be contacted.

Concern was expressed about items coming to the Faculty Senate, and the time spent on curriculum issues rather than other important faculty issues, i.e., computers, IT concerns, etc. Some senators expressed a desire to have periodic progress reports by committee chairs. It was pointed out that the Senate approves committee charges and any changes in policy are brought before the Faculty Senate.

Motion: Encourage committee chairs to make interim progress reports to the Faculty Senate.

Friendly Amendment: Encourage committee interim progress reports to the Faculty Senate at the discretion of the committee and in consultation with the Executive Committee.


Outcome: 20 were in favor of the motion, 14 against, and 2 abstentions.

The question of a faculty member sitting on President’s Council was raised. Considerable discussion over many years has taken place between the President and the Faculty Senate Chair on the desire of faculty to have a representative on President’s Council. Faculty feel strongly about being better informed on university issues.
