      A summary of activities during the 2012-13 school year on athletics was given.  The report was positive  - students continue to improve and were successful in academic achievements and        athletic honors.  Students also gave many hours to community service. Last senate meeting this policy was pulled due to not being approved by the Student Senate. 
                   
Policy has been approved by that body and is ready for a vote by the Faculty Senate.
                   
The WSU Student Association did not make any amendments to the policy.
                   
There was no other discussion on this item.

11.  Salary Benefits, Budget and Fiscal Planning – David Malone, Chair
       
Salary Increase Recommendations

        DISCUSSION
       
A one percent increase across the board was recommended by SBBFB committee.
       
Increases  beyond 1% will be based on merit and equity.
       
What is the difference between unsatisfactory and a disciplinary proceeding.
       
Any employee in disciplinary action will not receive an increase.
       
Problem with increases are that newly tenured faculty is making more than senior faculty. 
       
This is causing an inversion problems.
       
Where are the inversions located.
       
Money that goes to equity is going to fix the inversions.
       
Merit increases creating the inversion.
       
Up to the deans to distribute salary increases.
       
Salary committee could get a charge to look at inversions.

         PPM 3-25, Section V.  Procedure for Faculty Sabbatical

                Adding Paragraph E to Section V.

                 E.            At the beginning of every fall semester, each college will report the number of sabbaticals granted for the preceding academic year, the number of faculty returning from sabbatical leave, and the number of sabbatical reports filed (per PPM 3-25, Section V, Part D) from the previous academic year to the Salary, Benefits, Budget and Fiscal Planning Committee within 45 days of each new fall semester.  Each faculty member returning from sabbatical will present the outcomes of their sabbatical at a department and/or college meeting no later than the last day of the semester in which that faculty member returns.

         What happens if I don’t present a report to their department?
       
Request to report summary of sabbatical is in the  policy and encouraged to be done.
       
Nice sounds better than will.  It is the requirement that I get stuck on.
       
Not to prove that you did something, but to spark ideas for other faculty.
       The definition of research is publishing and sharing and getting ideas out there and colleagues being the first audience is a good way to get information out    there.
       
Reports are already required by the  dean of the college.  This is just another way of getting the information out there.

 13.  WSU Graduate Council- Valerie Herzog for Mark Stevenson, Chair
       
PPM11-1 Graduate Programs – As amended at Faculty Senate 

        II. ADMISSION REQUIREMENTS

                Minimum requirements for admission to a Weber State University graduate program are as follows:

A bachelor’s degree from a regionally accredited college or university that will be completed before matriculation into the graduate program (see the U.S. Department of Education website for a list of recognized regional accreditation agencies).

A cumulative undergraduate GPA of at least 3.0.  If the undergraduate GPA is below 3.0, admission consideration may be based on a GPA calculated based on the last 60 semester hours (90 quarter hours) of undergraduate work.  All exceptions to the minimum GPA requirement in admissions decisions, along with a rationale for each, will be reported by all graduate programs annually to the Graduate Council.

Appropriate admissions test scores if required.  (Contact graduate program for specific admissions test requirements.)

A completed application, along with the submission of all required supporting materials (contact graduate program office for specific requirements).

Note:  Individual graduate programs may have additional requirements.

 

Graduate Council

The Graduate Council is an advisory committee made up of representatives from all graduate programs, the Registrar’s office, the Financial Aid office, Continuing Education, Enrollment Services, International Student & Scholar Center, and the Office of the Provost at Weber State University.  The Chair of the Graduate Council shall be appointed to a term of three years by the Office of the Provost, subject to renewal for further terms.

The council will meet throughout the Academic year (September-May) to further graduate education, mentor faculty and departments who are developing new graduate degrees, and consult with non-academic departments regarding the needs and purposes of graduate programs at Weber State.

The Graduate Council shall establish policies and procedures for graduate programs, including the drafting or amending of sections of the WSU Policies & Procedures Manual and WSU catalog relevant to all graduate programs.  Such policies and procedures are subject to review by the Faculty Senate as specified in the Weber State University Policies and Procedures Manual, Article C-II, Section 2.1.  The Graduate Council shall also serve the following functions:

        Is the Graduate council a regulatory group or an advisory committee.
       
Executive Committee gave instruction to the Graduate Council to update this policy.
       
The functions listed are what the Graduate Council are already doing.

This doesn’t add another level of review, Graduate Council already review and approves curriculum and new programs
       
We need a Graduate College to regulate Graduate program.
       
Graduate Council is not in position to have this much power.
Hold to the standard of 3.0, but programs are free to make exceptions as needed but just to report how many exceptions were made during the year.
       
We can make a friendly amendment to strike “ an advisory committee” from the paragraph under Graduate Council.
       
The hope is to move forward on a Graduate College.
       
Not enough administrative support on creating Graduate College
       
Possible charge to the Executive  Committee on the creation of a Graduate College at WSU.

 14.  Faculty Senate Resolution for Benefits – Brian Rague
       
As amended at Faculty Senate -

Weber State University has a long-standing policy against discrimination based on sexual orientation, preference or gender (PPM 3-32). Currently, LGBT unmarried committed life partners of faculty and staff do not receive any employment benefits for domestic partners, including access to the library, gym, wellness programs, tuition benefits, dental and vision insurance, life insurance or health insurance. 

The Faculty Senate supports all efforts to extend employee benefits to committed life partners without regard to sexual orientation or preference or gender.

 DISCUSSION
Does this cover a heterosexual partner?
Does this cover polygamists?
This has to follow Utah Law.
If Utah ever legalizes gay marriage then WSU will have to follow Utah law.
Could you have a brother or other family member be a domestic partner?
What is the definition of a domestic partner?
This is about committed life-partners that are the same as married individuals--Gay and lesbian or opposite sex partners. 
Is there anything about the cost of this?
This is just a resolution of support those issues should administration approve of giving benefits to domestic partners. 
Job offers are turned down because this university does not give benefits to domestic partners.
WSU is losing out on highly qualified professors due to this issue.
Utah State has this benefit, U of Utah has his benefit.
Encouraging our administration to review this issue.
Just for clarification - is this to cover heterosexual partners?
