PROGRAM CHANGE
WEBER STATE UNIVERSITY
Submission Date: 2 November, 2009
College: Social and Behavioral Science
Department: Military Science
Program Title: Military Science Minor
PROGRAM DESCRIPTION:
The Department of Military Science proposes the
following changes in the minor program:
- To drop MILS 0000, a three-hour weekly required
leadership lab as a separate non-credited course and merge the lab with
the four upper division courses (MILS 3010, 3020, 4010 and 4020) as well
as with the foundational courses (MILS 1010, 1020, 2010 and 2020).
- To increase credit assignments to four for MILS
3010, 3020, 4010 and 4020, presently assigned three credits each. The
credit increase reflects the lab merger with the instructional course.
(See course proposal forms for these substantive changes.)
- To increase credit assignments to three for the
four foundational courses (MILS 1010, 1020, 2010 and 2020), presently
assigned two credits each. The credit increase reflects the lab merger
with the instructional courses.
- To decrease the minimum credit requirement for the
Military Science minor from 22 to 21 hours. The minor requirement would
include only the four upper division MILS courses—3010, 3020, 4010 and
4020, MILS 4400, (Advanced Physical Fitness) and HIST 3280 or 3290 (a 3
credit hour course now required of all cadet/students.
- To shift MILS 4400 from an elective for the minor
to a requirement.
- To add HIST 3280 or 3290 as a requirement for the
Military Science minor.
- To change the cumulative GPA in Military Science
courses from 2.0 to 2.5 to align with U.S. Army Cadet Command
requirements for commissioning.

JUSTIFICATION:
The Military Science Department believes the proposed
program change achieves efficiency, a better alignment between WSU and U.S.
Army curriculum requirements and an appropriate increase of credits in upper
division and foundational courses to better reflect actual student time
expended.
- Leadership laboratory, a three-hour weekly
requirement for all Military Science students at both the foundational
and upper division level, is currently uncredited. To merge the lab
with the instructional classroom improves present procedures by
streamlining registration procedures and eliminating student confusion.
(The lab now requires separate registration as MILS 0000).
- Assignment of one credit hour increase for the
four upper division courses (MILS 3010, 3020, 4010 and 4020) and the
foundational courses (MILS 1010, 1020, 2010 and 2020) better balances
credit hour assignments with actual student work expended. Student
cadets at the upper division levels currently spend 3 instructional
hours weekly in the classroom, three hours weekly in lab and an
additional 7-15 hours in outside preparation for lab execution and cadet
supervision. At the foundational level, cadets currently spend two
hours weekly in classroom instruction, three hours weekly in lab and an
additional 1-3 hours in outside lab preparation. The Military Science
department believes the increased credit hour more than meets the WSU
curriculum policy ratio.
- HIST 3280 and 3290 are currently taken by all
upper division level cadets as a commissioning requirement of the U.S.
Army. Including this course as a required course for the minor cements
the interdepartmental connection and aligns US. Army requirements with
WSU, with no change in content or existing courses by either Military
Science or the History department. The chair of the WSU history
department has approved the proposed change in the minor requirement
(see attached statement of concurrence).
- MILS 4400, the advanced physical training course,
is currently required of and taken by upper division cadets; it is
listed as an elective course component of the Military Science minor.
The program change would drop the present elective designation and list
the course as a requirement of the minor, with no content or credit hour
changes.

Did this program change receive unanimous
approval within the Department? _Yes___ If not, what are the major
concerns raised by the opponents?
Explain any effects this program change will
have on program requirements or enrollments in other departments including
the Bachelor of Integrated Studies Program. In the case of similar
offerings or affected programs, you should include letters from the
departments in question stating their support or opposition to the proposed
program.
The program changes will have no effect on
requirements in other departments. The new Military Science minor meets
credit hour requirements for the BIS program.
Indicate the number of credit hours
for course work within the program. (Do not include credit hours for
General Education, SI, Diversity, or other courses unless those courses
fulfill requirements within the proposed program.)
